Reference is made to your recent e-mail.

In clarifying your situation, kindly be informed that our record
indicates your broadband speed has been throttled on 1 February 2009
as the allocated data volume of 5GB has been exceeded.

We wish to share with you that 5GB Fair Usage Policy is to ensure all
customer enjoy the services equally. Customers with current usage
exceed 5GB will not be charge and they can still enjoy the service.

Once Celcom's monitoring system has detected your breach of 5GB,
Celcom will send out the SMS and immediately proceed to reduce or
throttle your speed based on your current package, if you are on
Broadband Advance (3.6Mbps), you will be reduced to 128 kbps and if
you are on Broadband Basic (384kbps) you will be reduced to 64kbps.

On that note, we wish to inform you that in order to enjoy internet
connection at the speed reached up to 3.6Mbps customers must ensured
that:

1. Be within the HSDPA coverage area
2. Have subscribed to a HSDPA package
3. Use a HSDPA Device

Similarly, ' up to 3.6Mbps ' statement with regards to the speed
offered by Broadband Advance means that we do not in any way promise
or guarantee customers the 3.6Mbp speed as this service is offered on
a best effort basis and there are many other contributing factors out
of Celcom¿s control in obtaining speed therefore the broadband speed
cannot be guaranteed.

It is hoped that the above could clarify the situation and we
appreciate your kind understanding in this circumstance.

It is a pleasure serving you and we would like to take this
opportunity to thank you for your continuous support and contribution
to Celcom.

~sigh~

Just got an email from them . I don't think i exceed 5GB limitation .

Thank you for your e-mail of 24 January 2009 and kindly accept our
sincere apologies on the delayed response.

In response to your concern on the intermittent transfer rate of data
for 3G, Celcom can only control the performance of your connection
to the Internet. Once you access websites in the USA, Europe or even
across Asia, the speed you experience can be affected by the
performance of the Internet global links, web servers, high traffic
on a particular site or other factors outside the control of Celcom.

Similarly, please be informed that the speed obtained will be
depending on whether any throttling (upon usage reaching 5GB) has
been enforced on the account based on our Fair Usage Policy.

For your information, Mobile Broadband subscribers are bound by the
said policy in order to ensure that no individual dominates (hogs)
the bandwidth at all times and to ensure fairness to all other
customer on the same network. This is as indicated in the Addendum to
Celcom Mobile Sdn Bhd Customer Agreement Form (CAF) which says "This
addendum shall be read together with Celcom's CAF and terms and
conditions on the use of Celcom Broadband Service".

However, on the first day of the next billing cycle, the speed
reduction will be removed and the affected customers will enjoy their
subscribed speed again until they breach the 5GB data volume.

In clarifying your situation, our record unveils that your account
has been throttled on 18 January 2009, after exceeding the allocated
usage of 5 GB.

It is a pleasure serving you and we would like to take this
opportunity to thank you for your continued support and contribution
to Celcom.

If you are not a heavy downloader then try to minimize your usage especially when browsing. You can set your cache limit higher so that your connection downloads less data on the sites you frequently visit.

If you're using Mozilla Firefox, go to Tools > Options. Then select Advanced settings and go to the Network tab. You can increase the cache limit there perhaps double the size. I set mine to 100MB as the limit.
