1. FZ28 more zoom
2. FZ28 cheaper
3. FZ28 bulkier
a) depends on if you need extra zoom power or not
b) for me, i need something handy like LX3 and the quality performance that just suits my requirement. i was thinking of dSLR b4 i bought LX3, but because of my nature of work, i can't afford the time and hassle of dSLR. most importantly, LX3 is very a handsome camera. many praises from friends and family when i took out my camera to shoot....haha
c) budget
d) in terms of performance and photo quality, i don't own FZ28, so can't comment
Might I add to your points for (d)....hehe.....
My fren just bought a FZ28.
So both of us took our beloved cameras out for a little show-down.
It turns out photo quality wise, LX3 wins, especially in dim lighting.
You could use faster shutter speeds and lower ISO settings to get exactly the same exposure.
Whereas the FZ28 pawns the LX3 when it comes to zoom (and the FZ28 has a really great zoom).
Personally tried the telephoto end (18x) handheld and the photos came out sharp without me having to break a sweat.
Just to let you guys have a better idea of what to expect from both cams, I am adding a few of our shots that night.
Enjoy!
Camera - Lumix FZ28
Aperture - f/2.8
Shutter - 1/13s
ISO - 400
Camera - Lumix LX3
Aperture - f/2.0
Shutter - 1/10s
ISO - 200Be reminded that both shots are unedited (not even watermark, coz lazy

)
Both shots are great, but at ISO-400 for the FZ28, you can see bits of noise creeping into the pic.
Whereas the f/2.0 aperture allowed the LX3 to stay at ISO-200, which is relatively noiseless.
If you are interested in zoom, well lookie here.
An example of how much 18x telephoto can do.
Telephoto Front (1x)
Focal length - 5mm
Telephoto End (18x)
Focal length - 86mm
Be reminded this was taken handheld.
The zoom can actually go even further if you are using a smaller pixel setting.
