Nope, according to the creator of GPU-z, temp #2 is not related to VRM. All 3 on-die (silicon) is based inside the GPU itself.
Just make sure that the cooler is installed at the correct position.

It's normal for the stock cooler. Change the fan speed to 40-50% to level-off the temp to ~50C.
