The JPJ has announced that it is giving car owners 3 months until the end of July 2008 to remove non-compliant xenon lamps and dark tinting that does not comply with JPJ specifications from their cars.

During the 3 months leading up to the deadline, vehicles caught in violation will be issued a PG1 notice (Notis Larangan Penggunaan), but there will be no compound associated with the notice. To get this notice retracted, the car owner needs to comply with the directive. JPJ director Salim Parlan urges the public to report the number plates of "offending cars" to 03-88866412.

Road Transport Department enforcement director Salim Parlan says the ban will only affect cars retrofitted with HID kits, not cars that come with the system from factory. This is a bit hard to enforce as there are some cars that have two variants, one with HID and one without, how do you enforce this? The Civic 1.8 has normal halogen bulbs while the Civic 2.0 has HID bulbs, the same with the Nissan Latio and our very own Waja R3 MME Edition.

I believe that Xenon headlamps should not be banned, but only certain colour temperatures that pose a hazard to car's own driver should be banned. Some of the higher bluish colour temps can cause fatigue, plus they aren't particularly useful in the rain. Plus, proper alignment of the HID bulb to ensure the shine does not get into the way of other road users should be done.

Some HID users opt for the cheaper HID kits which only have the low beam, so they usually align it somewhere in the middle of low beam and high beam to make up for the lack of a high beam. You should get a proper Bi-Xenon system with both low and high beam, and align them appropriately.

Best is to retrofit a HID kit with a projector lense system into your reflector headlamps because projectors have been designed in such a way that the beam is cut off on the sides, making sure it only shines the path in front of you and does not get into the eyes of the drivers coming from the opposite direction.

Im not gona put them on my headlight
Gon b on my foglight.
Highly doubt tht will be considered posing hazard to other road users as it shines low.
Dont think it produces as much nuisance as bein installed on a headlamp as well (referrin to cheap, beamin high ciplak hids).

i've halogen in my headlamp, and i'll continue to remain my HID on my fog lamp
just switch on my halogen as usual to avoid all this hassle

good, can print this article out and i'll show to JPJ/police when they stop me

this is what i heard from those traffic police roadblock
they'll use key to scratch your window, then issue you summon on the spot too

however, this reminds me of an incident...
my family bought a 2nd hand 1st gen of CR-V so i sent the car to puspakom for transfer of ownership
the officer said the window is very dark, so he used key to scratch and tear the original vkool to half
holysh*t, i've no choice, but to tear all down
very disgraceful in front of many people

Haiz.. Malaysia is government rules..
Maybe that's the way they earn money to feed their staff with coffee's powder..
Seen many dato dato tint their car 100% black also no problem..
If i am police.. I go scratch all 4 windows see they angry or not.. Then next day can say bye bye to my job already..

In malaysia.. Government no brain.. People say HID can blind people.. Then they wan be the nice guy.. Ban HID..
HID blind people becoz those are cheap and installed by unprofessional people.. If they do research properly.. Any light also can blind when shoot directly to ur face..
HID can save life.. Many old car's headlight is not very bright.. Not like those round shape light which is bright.. Example kelisa, atoz, kenari, myvi, etc..
More over malaysia's road many potholes, no road lamp, etc... Thanks to JKR ( Jangan Kerja Rajin )..

Proton seriously overpriced with its quality.. One bang at 80km/h on other car.. Sure KO.. People die in accident becoz Proton kills... Somemore government support it .. Raise Overseas car at least 300% tax duty..

Conclusion :-
Malaysia : Nice country & peace
Government : Sux to the max, stupid, brainless, etc..

But true also. They don't want to be head shot from a ridding motorcyclist point blank.

actually as i read on paultan's website.. JPJ doesn't even have a proper guideline on the HID crackdown.. whether it is the temperature color or bad angles.. they should come up with one before starting the crackdown.. sigh.. these ppl shakehead.gif

it's easier for them that way

Saw 1 f**kin Vios last few days ago. Using HID white color. I think the fellow is going to hunt for Bats la.
I was on the opposite direction and the light was really blinding driver's vision.

These r those irresponsible drivers which caused HID to be banned. I think if HID is properly installed like those in luxury cars, its ok wa.

that's the thing why JPJ imposes serious ban on HIDs
because of this kind of ahbeng people

actually my dad's CR-V installed HID that blind users also because he didn't change his headlamp
but one thing good is he keeps his car in the house at night and drive in the morning only
i'm going to fix his HID soon

have adjusted the angle, but still the same
you know, CR-V's reflector is big, so it can reflect a lot of light out
i tried to suggest of fixing projector headlamp, but time is constraint now
guess the easiest and safest way now is fixing halogen back

in johor, JPJ and traffic police is extremely strict
there's an article in newspaper some days ago saying that a guy get caught in batu pahat, but why didn't get catch in JB
but it's true... i never get caught in KL before
i even consulted my police friend in KL and they say they'll not catch
that was few months ago

i think the reason why JPJ wants to ban tinted glass is because it's hard to see incoming cars if the tinted car stops beside you

they just ban everything, just like how they ban HID

Well, looks like its game over for those who installed the cheap HID lights... Sure kena teruk-teruk 1...

But how about those vehicles with genuine (i.e. pricier) HID setups? Are the owners required to send their vehicles to Puspakom / other governing body for an inspection to ensure compliance?

JPJ is stupid enough to ban HID indiscriminately. For f***s sakes, HID was invented to replace the old and aging Halogen MAINLY for SAFETY purpose. Of course it appeared that it also has a lot of benefits others than that.

What? Just because some of those moronic chapalang/chapmuck OR improperly installed/aligned HID user, we(okay let say those car which HID is factory installed) have to bear the same fate? f*** no.

This is stupid. JPJ should set the rules for HID but not ban it lol. It's funny that gov is saying we are on the right track (Yeah my arse) on developing Malaysia but thats a damn contradiction which they can't even accept the new technology(Which is not quite new).

*
i guess they've a certificate to prove that their car is powered by HID

for civic 1.8 and 2.0, you can judge by its side mirror/fender signal (1.8 is using fender signal while 2.0 is using mirror signal)
for accord 2.0/2.4 and 3.0, you can judge by its fog lamp and sun roof (2.0 doesn't have fog lamp & sunroof, 2.4 has fog lamp only and 3.0 has both)
for camry, i don't know yet
for wish CBU/CKD, you can judge by its bodykit/keyless entry button (CBU 2.0 has keyless entry button, CBU 1.8 don't have bodykit, and CKD 2.0 has no keyless entry button but have bodykit and four lines of brake lights)

yeah, but i doubt they'll ask you to "lai, dik, bukak engine dan tengok"
it's different, but when you bukak engine for them to see, "dik, you bukak engine buat apa? kita saman lampu putih, bukan tengok engine"

bro.. wish CBU 1.8 has bodykit... in fact CBU 1.8 has various spec , plus the engine is not D-4 , and there's new facelift and pre-facelift model also. The way i differentiate wish 2.0 and 1.8 is the rims , brake lights and bodykit .

What about if I use 3000k bulbs with warm light temperature with proper alignment? Will that be banned as well?

to me.. JPJ is like the, "Judge, jury and executioner" when it comes to HID lighting.. they won't even bother writing a rule.. just as long as it fits into something that they can change on the fly.. shakehead.gif shakehead.gif shakehead.gif

You guys got it wrong about HIDs....

cheap or not cheap, i think if you put in projector headlamp it will not glare, but even if you put RM2000 HID system in a reflector headlamp(example like wira/gen2/kenari), it will still glare.

Hid system works well in an enclosed enviroment like projector headlamp, not cheap will glare and expensive will not glare.

i know some hid just doesn't fit into certain car's headlamp. and some others need a pair of hellas to work perfectly.

wat else can u do with your HID's wor ? keep as aquarium lights also can kua, or table lamps. lolz.
still got JKR ? i tot someone said town council is in charge of resurfacing roads and filling up the potholes ?
either way also, JPJ is next in line to be blamed for bad roads. they are in charge of transportation after all. allowing overweighted lorries on the highways.

@andyjyneo - mebbe put timers on it ? once activated will switch off after say 3mins ? sorta like the screen saver technology.

HID goes perfectly with projectors
doesn't mean that expensive HID hantam on crystal lamp will not glare
any HID is glare, as long as it's on crystal lamp

no guideline or any specification
if there's any user with HID, just catch and issue summon
if user insists and argues, send them to court

Sometimes, i just dont understand why ppl keep complaining but yet wanna install those stuff and get caught. As i always said, no pain, no gain. If you wanna mod it, then its illegal. Be prepare to face the consequences. If so worry and afraid, dont do it, remove it and legalize your ride. Talking about bribe, if you condemn them so much for the bribe, then think twice for you to be the person giving bribe to them. Dont bribe and get the tickets. As simple as that. biggrin.gif

i really dun see the point of this..

what if the car comes stock with HID?
they dun take action on these cars?
but if we fix HID on normal cars,we gonna get it? does it make sense?

what makes it so right for the cars that comes stock with HID from the car that fixes the HID?

their HID is not that bright?

summon those that has bright HID not the 1 that is using the normal ones..

police should be the smart ones..not the other way round..

making all this dumb rules damn clever, ask them to jaga the safety of our country or do something with the mat motors that steals, robs n rape all went n hide. act like nothing happen..

sometimes thier just being so dumb.. *sorry to say this* but i bet u all can see.. because of the cops that took rasuah so many criminal got away w/o justise.. this is insane.. innocent people that wont rasuah, they are the one that is having the most problem.
are the policeman trying to make malaysia the most outlaw country?

pls stop me, i might just bit*h about them whole day!!!!

as mentioned several times, all we are asking for is some clear black and white guidelines on what is legal and what is illegal.

Just give us some damn numbers on what temperature/brightness is illegal so that we can install legal ones. Not ALL HIDs can be illegal right?

It's like announcing a ban on certain types of rice because it contains some poisonous substance but then not telling us which type it is. So in the end nobody dares to eat any rice.

well guys, here the deal.

1st stock car with ur Garan without writing u have a stock car with ORIGINAL HID LIGHt.

QUOTE(loonz85 @ Mar 31 2008, 08:35 AM)

Best is to retrofit a HID kit with a projector lense system into your reflector headlamps because projectors have been designed in such a way that the beam is cut off on the sides, making sure it only shines the path in front of you and does not get into the eyes of the drivers coming from the opposite direction.

no command? i guess is comment
your explanation is very naive
who says that projector lamp will kena block?
i never been block before ever since i changed to my halogen on my projector lamp

and who told you that our logbook states we've HID?
i've seen civic 2.0, accord 3.0 and integra DC5 logbook, but there isn't any HID word in it
how are they going to differentiate? you bring out your logbook everytime you drive at night?

you're really a joker
even speeding, overtaking in double lines and run red lights are MORE offensive and dangerous than HID
these offences don't even require you to jail, but only demerit points and summons or licence suspension

I think the reason for the harsh ban on tinting is because the police uses some cctv's such as at toll booths and other places to track the location of wanted or convicted people.also it makes it harder to see into cars at roadblocks so they cant identify these notorious ppl..i guess the tinting rule is kinda justifiable..

About the hid, well factory fitted hid's are allowed but retrofitted sets are not allowed because of the glare and it may be a hazard to other road users. It can be quite irritating when youre driving at night and a car blinds you momentarily when its comming head on..i guess this is justifiable as well, but they should allow proper fitting and adjusted hids to go thru some kinda puspakom screening and be certified..i guess it too much hassle and knowing our government.. doh.gif

no command? i guess is comment
your explanation is very naive
who says that projector lamp will kena block?
i never been block before ever since i changed to my halogen on my projector lamp
and who told you that our logbook states we've HID?
i've seen civic 2.0, accord 3.0 and integra DC5 logbook, but there isn't any HID word in it
how are they going to differentiate? you bring out your logbook everytime you drive at night?[/QUOTE]

yes dude that why my friend DC5 got jpj summon and even tho he using white light with original from the recon he brought.

because the garan dun have written approved

well i start readin the forum at the mid which is alot of people said im using HID and kena summon and stuff.

im not flammin and stuff i just state that police wont care!

yes u are lucky enuff that u dont get block or mayb u have the angel of ur light showin way down below the street not the JPJ face~

when they hungry and hunger. u will have no this statement said i never get block and summon.

-----------------------

i still remember the history why they banned for tinted over the percentage they asking for.

when people starting like to use DARK tinted. and 1 month cost alot of accident . and tat why they come out the rules of not use those tinted over the percentage of that requested.

thx for those people who over the tinted on the screen and cant even see the road even under the sun light. i used to sit once before. damn terrible. even very hot bright summer inside the car u still felt like is nite time.

LOL
white light of course kena block because it's illegal
our logbook WILL NOT write bodykit/HID/type of lamp

projector lamp has nothing to do with HID (when it comes to JPJ catching), so it's not illegal

projector with halogen is useless, but what to do since our JPJ doesn't allow us to hantam HID? sad.gif

since i've the chance to ask at there, i ask macam macam like bodykit, etc
all they catch is LAMPU PUTIH, tint, and loud exhaust!

IMHO, most branded tinted such as Vkool, Ecotint etc will not look dark although the UV and IR cut is high. laugh.gif

ok guys, listen up. This is TSP, as they call me at JPJ. At first I am a bit reluctant to join the forum, but after some persuasion by my son, I thought why not. But I am not 100% ready technically. Anyway, my engineers at the Automotive Engineering Division will be able to clarify everything that need to be clarify.

At this stage I just want to point out that having HID bulb fitted in your car/vehicle is not an offence. What is wrong is when it is retrofit. The offence is Menggubahsuai Kenderaan Tanpa Kebenaran. Meaning to say, SUV which is brought into the country which has been fitted with the HID bulb is alright. As any other car/vehicle, it has to go through PUSPAKOM for inspection before it can be registered. At PUSPAKOM these cars/vehicles will have no problem since Malaysia is a signatory of UNECE, which mean to say, Malaysia must abide with all the related UNECE regulations. We are keeping abreast with the latest technology. don't worry about that.

On the tinted glass, it is different story altogether. Tinted glass are not allowed. They need to allow 70% light penetration for the front windscreen and the rest should be having 50% light penetration. Only the minister can approve cars/vehicles to have tinted glass. And his considerations for it, is if a person is having certain kind of skin disease (endorse by govt skin specialist) and also for security reason (police reports as one of the prove, no false police report please). Other that, the King, Head of State, Chief of Armed Forces, IGP and Supreme and High Court Judges are automatically allowed for their cars to be tinted. Other than that, no no. PUSPAKOM will NEVER pass a car with tinted glass during their inspection.

Tuan Salim Parlan (TSP)
Director of Enforcement
JPJ

PS : Please don't call JPJ/me names.

By the way Tuan Salim, i would like to know if there any guidelines for those officer like certain temperature (Kelvin), certain brightness.
I think it's not fair if we conclude it all HID should be summoned.

I will refer the matter to my engineers. Generally it has to comply with the UNECE Regulation on brightness, installation and if I am not mistaken Regulation on the source of power ( I stand to be corrected by the JPJ engineers who drafted the UNECE regulation to be part of regulations under the Road Transport Act)

As what I have said in my press conference, we are not going to issue any summon as yet. Not until July. For the moment we will just isuue notice for those using the retrofited HID bulbs to be replace with the original bulbs.

Sorry for troubling you, Tuan Salim, but I've been warned by traffic police for 2 times & summon 2 times in a short duration of 6 months
Last year somewhere in Oct, I sent my car voluntarily to JPJ Muar, Johor for HID inspection
To my surprise, JPJ Muar doesn't even bother to check when I mentioned about HID
And I've to go back to Batu Pahat and wasted my 1 hour traveling to another town in order to get approval
So I hope JPJ will provide a standard guidelines for HID users like us to get approved

Traffic police/police has already started to issue summons since last year
When I was summoned last year, I personally asked the reason of the summon
One of the police showed me the authority warrant, and I'm very surprised
We do sincerely hope that they'll give us time to study the rules & regulations better

Understand that JPJ will not issue the summons.
Or should we install then go for inspection?
I hope we can hear a good news after all the research has been done.

i still remain my HID in my fog lamp, but removed my headlamp
so i hope JPJ will allow us for inspection so we can use it properly without any disturbance/irritation to other road users
we look forward to Tuan Salim's good news on this matter

From what I understand, you cant change anything illegally, if wanna change then go to puspakom for inspection..

Tinted is illegal~ some said that their cars are approved by puspakom? in this situation, my father said that when they sent to puspakom, they change the windows,so the cars are approve, but the real things is the windows they are using are tinted..macam cover line la

thank you for helping us, and please thank your dad on our behalf
tomorrow is johor sultan's birthday, so we're having a public holiday here

i admit that for tinted glass, it's true that grey importers changed the windows before inspection and change back to original tinted
but for HID, i believe puspakom nor JPJ has standard guidelines, so it's debatable here

please let us have the updates/progress on HID situation

yes, i agree on your statement
but the problem is Tn Salim said JPJ only issue notices to HID offenders, while traffic police/police already started to summon us!
so which is which? i'm confused too
i feel like cutting out the newspaper article to show them, but since JPJ and police are not co-operating, i hold back my decision

QUOTE(kazasho @ Apr 7 2008, 10:50 PM)
ok guys, listen up.

JPJ

PS : Please don't call JPJ/me names.

um mm .. sir , what about those imported vehicles from japan witch comes default with the privacy glass ? judging by your replies on the tint, they would have autmatically failed already upon puspakom inspection .

Tn Salim means those default privacy glass is illegal in m'sia because grey importers took them out and replace with clear glass
after inspection, they'll place back the original tinted glass, and there you go... selling at shops

As I've observe over a few weeks, I felt that those traffic police always camp at the U-turn which was located under a fly-over in order to hide them perfectly without being notice by drivers far ahead. Just after the heavy downpour today, many people got stop by them for having heavy tinting, number plate issues and mods. sweat.gif

Now, how will it be better to stay in the original form of your four-wheel wife. laugh.gif

sapu brandy on face, grow moustache and beard. if all else fails, go get sting by some jellyfish or sea anemones or sandflies. lodge report and say u have sensitive skins. method might hurt but effective.

i think the easiest is still go to government hospital
give some money to them, then write a letter to state that you've sensitive skin/eye problem

actually come to think of it, psoriasis people can get their tints all the way up. not too sure, but there are some milder skin disorders in which the hospital will write for a medic approval.

only G hospitals

my dad went for eye cataract operation few years ago
i thought of taking his letter as an excuse to tint my car dark

AFAIK, if u r owns a Caldina...u need not to worry about the original black UV glass cuz there is no or very hard to find clear glass neither @ the chop shop or from those grey importers for Caldina in the market! smile.gif

confirm u got. i was at Naza Auto 2-3 weeks ago. i asked them if they give the option of the clear glass instead of the agong glass they say of course. if the customer request we will do it.
so thats not an excuse.

alphard's clear glass are thinner and come made in china. thats why i didnt opt for the change.
