Mass transit systems on pre existing road make sense.
As the use increase and the system expand, private vehicles on the road would also decrease.
Reduced traffic would allow preexisting road to be transitioned into dedicated road for the system.

Of course, assuming there are indeed plan to continuously expand the system according to population need.
If this is just a one time thing, touchngo, private vehicles wont decrease and the system is just another road obstacle.
