From my experience, sometimes companies will not proceed further at the initial stage if the asking is too high. But,....... if the position is tough to fill, they might go ahead..

I have no idea, referring to the post i mentioned, so if a bidder won a contract, other bidders have the right to protest also?
Im asking cos there is this one company who is tied to famous corruption case years back, manage to win another contract but using different company, management still under the same group. hmm..
