i dont think the pipe is the issue. i believe they do traffic shaping/limiting at specific time.

Ya,that why i always said it is tm internal problem,specific time confirm got problem.
And also they already have that 200gb pipe,but still got some host will get crap peering problem every few days.
Even to MY Server network or Time network or something else that network within MY,all same problem.

more likely they know have high volume traffic in between this host and start traffic shaping/limiting like OVH previously...end up OVH added PNI with TM the issue solved.

in this scenario i could say TM is asking them to PNI them rather then using public exchange or public internet network. which mean TM asking them for fee's

No it is not for specific host problem,it is having problem on specific routing. (Alot of host is using the same pipe so it will show the same latency issue)
And i think those having high latency issue host is not the most used one.
U can see even to singtel also high latency.

is not overload from the pipe itself but...TM set traffic limit over Equinix over the pipe via from those host.

same thing happened like our neighbor country ISP.

Nowadays, TM seems to reroute all SG traffic via Equinix again and no more SGIX.

today start 9:45pm onward jamming again over Equinix SG

My DigitalOcean-SG tunnel last few days been getting latency spikes (sometimes reaching 100ms+) around 9pm to midnight.
Anyone else? I assume it's the same Equinix issues?

Before this TIME route over MYIX , then have packet loss + high ping when Olympics Tokyo 2020 (since RTM uses local CDN which point to TM and flooding TM network) , then TIME changed route over Equinix - HE.NET - TM

now i got high ping + packet loss again

PL to random China websites still looks like s#it...

normal lah.... only TM VADS got good latency to china.

Maxis and Digi's routing should be better than TM's, right?
