Yes, you're correct that hand sanitizers do reduce the scanner sensitivity but it's not due to the sensitivity. It is actually due to the skin being too dry after using hand sanitizers. Also it doesn't kill off the cells or damage the skin apart from making it flake if used too often.

You can google it. Based on my personal experience also everytime I apply hand sanitizer then I will not able to unlock my phone with fingerprint scanner. Have to wait few minutes before you can use it back. Have to use passcode if im wearing facemask.
If you wash your hands or use some moisturizer it will fix the issue. You can spit on it too if you're in a hurry.
