Can't answer all of the questions; but I'll try:
1. Look for online sellers like Dotatech on Lazada:

Most refurbished AMD GPUs (like those RX570/580) are likely to be ex-mining (for cryptocurrencies) cards, and they can be a gamble to buy them. Either those cards can last for a long time, or may not. You can't really tell how the cards are being treated during mining, as a lot of them tend to be used/abused depending on how experienced the user is during mining. Usually the experienced will use things like custom BIOS that effectively reduces the voltage and fan speed of the GPU, along with temperature/humidity controlled rooms and a high quality power supply that ensures the longevity of those cards.
3. Yes, most cheap ones tend to be DRAMless, and thus I always recommend referring to this guide:

4. No problem, and in fact if you need more CPU power, you can always upgrade to a newer CPU, provided that you have the correct BIOS for that
Tip: Get a decent B450, rather than a B350/A320, as a B450 is the cheapest ticket for you to upgrade to Zen 3 CPUs in the near future
5. Without a budget it's hard to recommend, however don't expect to get anything much for RM2K
