thousands of merchants, hundreds of banks and payment gateways....

different setup may yield different results

no OTP doesn't mean txn is not online....and online txn doesn't necessarily mean must get OTP.

more so for foreign merchants which mostly doesn't enforce 3DSecure challenge (otp to you) due to certain local policies, enforcement, and risk exposure.

if issuing bank (public bank) didnt capture any txn authorization request, then it's already been blocked at merchant's side (themself, their acquiring bank, and/or their payment gateway)
