this issue is more to shopeepay (wallet)/topup(gateway/bank) side..... could be from: shopeepay? acquiring bank? gateway? issuing bank?

then this is likely account issue, eg

1) blocked by policy (probably, as CS cant view/unwilling to share the reasons hence the long delay to get respond, if any)
2) erroneously blocked (unlikely since many ppl faced it too)

classic symptoms of being blocked by shopeepay

again, we don't know what shopeepay is doing mah

all these lengthy assumptions will never end until shopeepay fixed it silently or give you reasonable response (unlikely)

none of us are staffs or devs. no one here can solve the issue.

I'd suggest to keep waiting, something like cool off period for adding new card (guessing only)

it could be PBB's unsecured txn enforcement @ 1 May 2023?

this was due to previous ipay88 fiasco that caused many card details exposed and facing many fraud txn attempt.

for example, pbb flagged my card from being used for any online txn. no way to re-enable online txn. they forced me to replace the card FOC. this is one way to brute -force replace all impacted cards.

better check with PBB if your card being flagged to be 'unsecured'
