Yes, both safe mode and normal boot are facing the same speed. I'm using a Desktop with specs at my siggy below and no laptop and I observe no CPU throttling throughout the speed test. All Speed tests were conducted using wired connection only.

Well, no idea what goes wrong for your case.
Yours ain't temperature, cpu clock, third party softwares, microcode or mitigations related issue.
High probability = cable quality issue?

Just use the registry method to disable spectre 2 for your old laptop, reboot and test again. 😑
Remember to monitor your system temperature.

There is second batch of 'optimized' microcode for haswell available too. You can either mod your own bios with latest cpu microcode.....or wait for microsoft to release it (Good luck on waiting).

The good news is = upcoming Windows 10 19H1 Update will implement Retpoline method, which basically restores performance back to normal while mitigation is in effect.

Cause there are 'upgrade blockers' preventing you from updating to 1809.

Now here is the updated microcode for win10 1809.

EDIT:
Note: KB4465065 only contains 'optimized' microcode for Skylake, Kaby and Coffee. If you still use sandy, ivy, haswell, broadwell ----> you are screwed with the 'unoptimized' microcode.

I5-3210m? You are screwed with microcode issue anyway.
Just disable spectre v2 via registry method after you updated to 1809.
Plus, upcoming win after 1809 might introduce retpoline which will restore the performance back.

Anyway, I don't know if your ancient laptop USB3 use Intel-built-in or Renesas chipset........back in the day, renesas usb3 chipset was quite common.
I don't believe intel or renesas bother to update their drivers for win10.....

Reboot is mandatory.

edit: Ignore the table, the spectre mitigation is disabled by default for Windows Server edition, but enabled by default for win10 home and pro edition.

Oi, you only need to disable spectre mitigation. Meltdown can be easily exploited.

In any case, not getting 'full' speed to singapore servers might be caused by IP/MTU fragmentation.
