The route of ecrl doesn't look efficient. Why design it like that?
To me it just looks like they want to connect port Klang with kuantan port. Then the additional route to Kelantan is just some side idea that might never be realized. It looks more like an afterthought.

when the ECRL is completed: rm120 in year 2024 would cost around rm 90 ( year 2017 currency valuation).
I would pay RM 90 to travel between Gombak- Kota Bharu for a safe 4 hour ride.In my opinion : this is much better than a bus ride and cheaper than flight.
If you are in middle class and unable to drive a car between KL- Kota Bharu: you would understand my situation.

If KL to Kuantan would be cheaper, I guess. Since it's RM 120 from KL to Tumpat. Considered a plus. Although, I think it's purpose would serve more freight than passengers.

It looks more like an afterthought. there's mountain along the way duh. anyway its likely true they just wanna connect klang with kuantan only, then have to add terengganu in as they are the one that gonna pay for it (through oil) then pejam mata add another 70km to thailand lah so bangso syurgo don't felt left out
