To me it just looks like they want to connect port Klang with kuantan port. Then the additional route to Kelantan is just some side idea that might never be realized. It looks more like an afterthought.

anyway its likely true they just wanna connect klang with kuantan only, then have to add terengganu in as they are the one that gonna pay for it (through oil) then pejam mata add another 70km to thailand lah so bangso syurgo don't felt left out
