I guess for the F1 cars to be effectively fast, it needs to take care of many aspects, engine power is just one of it. Ferrari might have made the most powerful engine, but look at how bad Haas has struggle this season ? So engine power is not everything. Ferrari might have scarify some high down force engineering in going for high power, the result is that their cars are slick and super fast on long straight, but they can't replicate the high speed in many high speed corners which are where Mercedes cars shine.
Mercedes has more or less analyse all the circuits in the season, and chose an optmise package for it cars => a bit less on top speed, but strong at downforce, high speed corners.

P2 is usually better for this track. So, vettel overtook but can't pulled away and ferrari didn't want to use team order and end up losing.. (my prediction. Haha)
