MANILA, Philippines – To boost the military's capability against suppress rebellion, President Rodrigo Duterte says the government will acquire 23 attack helicopters in 2018.

“Meron tayong acquisition na 23 attack helicopters, ‘yun suficiente na ‘yan for a… ‘yung mga rebellion-rebellion (We have an acquisition of 23 attack helicopters. That’s sufficient for rebellions.)” said Duterte on Tuesday, November 21.

He was giving a speech in front of 26 soldiers wounded in various encounters, mostly in Marawi. He conferred upon them the Order of Lapu-Lapu and gave them P100,000 each.

Duterte said he will soon ask military officials to fly to different countries to negotiate for the purchase of defense equipment.

“I will ask military officials to go to different places to negotiate immediately,” said Duterte.

He said the Philippine government can go for affordable loans, if it will not be possible to get the equipment for free.

“If we’ll have a hard time asking for it, because it’s embarrassing also to always ask, let’s get a soft loan, payable in 25 years,” said the President in a mix of English and Filipino.

The Philippines will get the new equipment “maybe next year,” he added.

Duterte again promised to only get new equipment for the military and police, instead of second-hand purchases.

“Everything I will buy for you, all will be new. None of the purchases during my time, for the Armed Forces and police, will be second-hand,” said Duterte. – Rappler.com

apparently ARA San Juan just came out of a battery refit in which they cut her apart in order to access the batteries

refer cases of USS Bonefish and USS Cochino.... very similar

basically, salt water leak > kena electrical system > electric fire > loss of power > game over sad.gif

They said the explosion was detected on Nov 15. Why did it took so long for the news to be released?

My guess is that it was partly requested by USN to keep it quiet, as it is an indicator of their capabilities. Only once a civilian source independently confirmed the sound did they admit that they know.

Its going to be shocking and upsetting for the families, but that's military for you. Even the published data for MH370's track is (so I heard) a little fudged so as not to give away the FPDA radar range.

Bizarre Cold War stories: The one time where Pepsi Co. was the 6th most powerful Naval force in the world

In 1972 Donald Kendall was president of Pepsi since 1963 and had been seeking for years to take Pepsi to the USSR. Kendall was a friend of Nixon (who was already president of the U.S.) and tried to play that card. He made use of his political influence to strike a trade agreement to take the drink to the Soviet Union.

In 1972 the deal was almost signed, but an important question came up: How was the Soviet Union going to pay Pepsi? The problem was that the USSR did not have access to foreign currency and the ruble could not be exchanged in the international market. The solution was to pay with vodka! The Soviet government had large amounts of vodka, since most of the brands of that drink were state-owned. So it was agreed that the USSR would pay with Stolichnaya vodka, a brand created in 1901 following the recipe designed by the famous Russian chemist Dmitri Mendeleiev.

In 1989, the initial agreement between Pepsi and the USSR was about to expire and the negotiations to sign a new one began. At that time, Pepsi was a big thing there, they had more than 20 factories in the USSR that bottled the drink for distribution. The new trade agreement had a cost of about three billion dollars. It was clear that the Pepsi market share in the Soviet Union was far more profitable than the original vodka deal. The USSR still had difficulties in international markets to exchange rubles, so they had to find an alternative method of payment.

Again the Soviet Union found a novel if somewhat bizarre solution: In the 1980s they had plenty of military equipment inherited from the Cold War. The USSR offered to pay Pepsi with a fleet of obsolete naval ships. Bizarre as it seems, Pepsi accepted the deal because they knew that it was the only way to continue to sell Pepsi in the USSR and maintain their considerable market share there. The agreement included 17 submarines, a cruiser, a frigate and a destroyer, which were immediately sold to a Swedish company for scrap recycling. Those naval warships made Pepsi become, for a few days, the 6th largest Naval power in the world (on paper at least, as the ships were shipped straight to Sweden from the USSR).

The president of Pepsi, Donald Kendall, told the American National Security Adviser, General Colin Powell: "We are disarming the USSR faster than you".

Indian Air Force Trainer aircraft crashes in Telangana, woman pilot safe

Opposition lawmaker Charles Santiago proposed today channeling RM2 billion out of RM3.9 billion from the Defence Ministry’s development budget to the Health Ministry for cancer research.

The DAP representative asserted that the health sector was in greater need of finances, due to increasing cancer rates in the country, compared to the military when there was no risk of an imminent war at the moment.

However, the Klang MP’s motion was rejected by Dewan Rakyat Speaker Tan Sri Pandikar Amin Mulia.

“To my knowledge we are not going into war anytime soon. Do you see any war happening soon? Are we going to war with Singapore?

“And yet the Parliament Speaker again rejected my motion to provide financial help to them by channelling RM2 billion to the Ministry of Health from the Ministry of Defence to set up a cancer stimulus package,” Charles told a news conference in Parliament after his motion was rejected.

He explained that the RM2 billion channelled to the cancer stimulus package could be broken down into the following areas to enhance existing programmes: RM1 billion for hospitals to buy cancer medicines, RM400 million to the national cancer fund, RM400 million for training new oncologists and RM200 million for additional cancer research and early detection.

He said the MMEA was informed Ever Prosper and Baj Ever Omega were missing by Regional Cooperation Agreement On Combating Piracy and Armed Robbery (ReCAAP), at 7.08pm and by the company at 7.10pm.

"In the incident at about 4am, the four crew members of Ever Prosper and six crew of Baj Ever Omega were tied up. Baj Ever Omega with its crew comprising five Indonesians and an Indian national were towed by an unidentified tugboat to another location.

"The tugboat Ever Prosper with four crew were left behind by the pirates and they later freed themselves and sailed to Johor waters," he said in a statement.
