Pentagon identifies US service member killed in Afghanistan copter crash

Sims, of Juneau, Alaska, was assigned to the 4th Battalion, 160th Special Operations Aviation Regiment from Joint Base Lewis-McChord in Washington state, the department's statement said.

Six other US crew members were injured in the crash in Afghanistan's Logar province, according to a statement from the NATO-led coalition in that country, Operation Resolute Support.

They are receiving medical treatment but their conditions were not given.

Staff Sergeant Logan Melgar was found dead in the US embassy barracks in Bamako, Mali

Navy criminal authorities are investigating whether two members of the elite SEAL Team 6 strangled an Army Green Beret to death in June while they were in Mali on a secret assignment, military officials say.

Staff Sgt. Logan J. Melgar, a 34-year-old veteran of two tours in Afghanistan, was found dead on June 4 in the embassy housing he shared in the Malian capital, Bamako, with a few other Special Operations forces assigned to the West African nation to help with training and counter-terrorism missions.

His killing is the latest violent death under mysterious circumstances for American troops on little-known missions in that region of Africa. Four American soldiers were killed in an ambush this month in neighboring Niger while conducting what was initially described as a reconnaissance patrol but was later changed to supporting a much more dangerous counter-terrorism mission against Islamic militants in the area.

Neither the Army nor the military’s Africa Command issued a statement about Sergeant Melgar’s death, not even after investigators changed their description of the two SEALs from “witnesses” to “persons of interest,” meaning the authorities were trying to determine what the commandos knew about the death and if they were involved.

No one has yet been charged in Sergeant Melgar’s death, which a military medical examiner ruled to be “a homicide by asphyxiation,” or strangulation, said three military officials briefed on the autopsy results. The two Navy SEALs, who have not been identified, were flown out of Mali shortly after the episode and were placed on administrative leave.

Indonesia has finalized the purchase of 11 Su-35 fighter jets with 85% offsets which includes 50% commodity exports to Russia and 35% in aircraft maintenance, repair and overhaul (MRO) of the $1.1 billion deal.

"It has been decided by our cabinet to finalize the procurement of 11 Sukhoi Su-35 fighter jets. This is a remarkable effort of our defense minister, Russian state-owned firm Rostec, and PT Perusahaan Perdagangan Indonesia (PT PPI), as they have now agreed to invest," the Indonesian Investment Coordinating Board (BKPM) Chief, Thomas Lembong, said in Jakarta Monday, according to Antara News.

Russia would invest in aircraft maintenance, repair and overhaul (MRO) industry for Sukhoi jet fighters that were purchased by Indonesia, the BKPM chief said.

Russia developing massive Ekranoplan for use in future Arctic operations

The Soviet era's enigmatic wing-in-ground-effect (WIG) "ekranoplans" are set to make a comeback according to various Russian media reports. In particular, a massive 600 ton design that is intended to carry out resupply and search and rescue missions in the Arctic is said to be in development, with flight testing planned for sometime in 2022 or 2023.

The design, dubbed "Rescuer" is described as being be 305 feet long with a wingspan of 233 feet. Supposedly the craft's large size was decided upon due to its ability to operate in rougher sea states than smaller alternatives and because it can fly over long distances, described by Russian sources as "several thousand kilometers."

Naval expert Alexander Mozgovoy told the Russian news paper Izvestia that "ekranoplans are much more economical than airplanes, it will be possible to quickly move more cargo for a longer distance... If they are equippes with air-cushioned landing gear, they will be able to land even on snow ridges and flat ice."

Supposedly the giant "Rescuer" will feature a wingspan more than 100 feet wider than the one found on Caspian Sea Monster, which actually makes sense considering it's planned for the type to include traditional landing gear as well as its boat-shaped hull. This amphibian format would theoretically allow the aircraft to fly at higher altitudes, outside of ground effect, but with far less efficiency, while also giving it access to traditional airstrips. Many Soviet-era ekranoplans also had the goal of flying at higher altitudes as well as in their standard WIG mode.

The image of a "Rescuer" model (top of post) shown to Russian officials and industry personnel at an arms expo looks more like the smaller but similar Lun class Ekranoplan than the Caspian Sea Monster. It's possible that the Lun class design was sized up to meet certain requirements.

Russia is said to also be actively developing a medium-sized ekranoplan for use in the Caspian and Baltic seas. Dubbed the A-050 "Seagull," this WIG flying boat will have a displacement of approximately one tenth of the "Rescuer" design, or around 54 tons, and is slated to can carry 100 passengers. The interior of the 115 foot hybrid aircraft will look like an airliner and in total it can carry 18,000lbs.

Its intended uses include passenger service, cargo hauling, environmental monitoring, and working for the Russian Ministry of Emergency Situations. Most ekranoplans have the ability to access unimproved beach areas, which along with their high speed and heavy lifting ability, makes them pretty useful for disaster response.

Russia seems willing to spend big money is in the Arctic—a place Moscow views as a strategic stronghold that can be dominated early on for control of the region's energy reserves and emerging shipping routes.

With an expanding footprint in the frigid arctic, logistics are likely a major hurdle, and a craft like an ekranoplan may be an ideal long-term solution worth investing in. Outside of its stated humanitarian and support missions, the "Rescuer" is a fast ski-skimming target (around 300mph) that is impervious to submarine torpedoes or mine warfare. In essence, this is an access weapon as much as anything else.

Cash-strapped Royal Navy forced to cannibalize ships to keep its fleet going

Royal Navy ships and submarines are being increasingly ‘cannibalized’ in a desperate attempt to keep Britain’s fleet at sea, a damning report claims today. Navy chiefs have doubled the amount of times they strip parts from vessels in order to maintain other ships and submarines on patrol, an investigation by the National Audit Office (NAO) has found.

During 2016-17 there were 795 instances of equipment cannibalization, equating to 66 instances a month. The term ‘cannibalisation’ refers to the removal of a working part from one vessel to put it in another. The danger is that if equipment was cannibalized enough from a ship without eventual replacement, the affected ship could be unfit for combat operations.

The report said budget cuts in the last two years could have increased the need to move parts between vessels and naval helicopters. The report also warned this was affecting morale on the subs and ships.

Nuclear-powered Astute-class hunter-killer submarines, some of the most modern and advanced vessels in the Royal Navy, experienced the highest level of cannibalisation in the fleet with 59 instances per boat on average.

Official guidance states that cannibalization should only happen when no other solution is available. But the NAO said delays in deliveries of spares and a lack of information about when parts will be available contributed to the increase in the practice.

‘The risk of cannibalization has increased further with reductions in fleet sizes meaning the armed forces have limited alternative equipment to deploy,’ the report noted. The NAO said the Ministry of Defence had taken decisions to cut support to save overall costs, which could have exacerbated the problem of cannibalization.

‘In the past two years, the Navy has removed an estimated £92million from its maritime support in-year budgets,’ the report said. That amounted to 34 per cent of the total £271million of maritime support budget cuts.

53 Malaysian IS members hiding in no-man's land in Syria

Malaysians who went to Syria to join the Islamic State (IS) are believed to be hiding in no-man’s land in the country after US-backed coalition forces routed the militants from its de facto capital of Raqqa last month, according to Malaysian police.

Malaysian IS members who are still in Syria have fled the cities where fighting took place and are now hiding in areas which are not controlled by anyone. There is a possibility some of them may have (gone) to refugee camps at the borders of Jordan and Turkey,” Ayob Khan Mydin Pitchay, counter-terrorism chief of Special Branch, told Channel NewsAsia.

Special Branch is the intelligence arm of the Royal Malaysian Police.

On Oct 17, the Syrian Democratic Forces, a US-backed alliance of Kurdish and Arab militias, declared Raqqa liberated from IS after four months of air strikes and gruelling ground battles.

Among the survivors is the most senior Malaysian IS leader in Syria, Mohd Rafi Udin, who appeared in a video last year beheading a prisoner, a first for a militant from the country.

“We believe Rafi Udin is still alive and he is still with IS,” said Ayob.

Rafi Udin’s action raised concern among security officials over the level of radicalisation of Malaysians fighting in Syria and the potential brutality they could bring home.

It was shocking to see Rafi carrying out beheadings. He may be a militant but he is not known to be brutal and cruel. For Rafi to slaughter someone this way shows how drastically he has changed in a short period of time,” said Ayob in an earlier interview.

Rafi was a former member of the Malaysia Mujahidin Group (KMM) and worked as a taxi driver in Kuala Lumpur before leaving for Syria around 2014.

Police have identified at least 53 Malaysians who are still in Syria: 24 men, 12 women and 17 children.

A total of 34 Malaysian men were killed in Syria and Iraq, out of which nine died as suicide bombers, according to Ayob.

As IS' territories were crumbling, the terror group issued a call to militants to make their way to the southern Philippines as the new land of jihad, where it hopes to establish a province.

On May 23, pro-IS groups attacked Marawi in southern Philippines and laid siege to the city for five months before it was also liberated on Oct 17 by the Philippine army.

Some analysts say militants will move from the Middle East to the southern Philippines.

However, Ayob said it would be difficult for Malaysians to travel from Syria to the Philippines as many of them no longer have valid travel documents.

Many of the (Malaysian) passports were kept by their leaders. Some of them burnt their passports and there are those whose passports have expired. It is hard for them (Malaysians) to travel without a passport,” said Ayob.

However, it is Malaysians in the country who have taken up IS' call to go to the southern Philippines, he added.

“To date, we have arrested a Malaysian, 2 Indonesians (and) 2 Bangladeshis who tried to make their way to the southern Philippines to join the pro-IS faction of the Abu Sayyaf Group,” said Ayob.

The Abu Sayyaf Group is a notorious kidnap-for-ransom group, of which one faction has since declared allegiance to IS.

“We are continuing with our efforts in intelligence-gathering to prevent Malaysians from getting involved in activities in the southern Philippines,” Ayob added.

Indonesia has become the first country in Asia to acquire the Kongsberg Norwegian advanced surface-to-air missile system (NASAMS) , a medium-range surface-to-air missile system based on the Raytheon advanced medium-range, air-to-air missile (AMRAAM). Announced on October 31 by the Norwegian arms maker, the $77 million contract will be for one complete unit of the NASAMS, including “command posts, radars, launchers, radios and integration, and training and logistics support.”

Although it is unclear how many launchers were requested, Kongsberg literature suggests that a standard network consists of four launchers each containing six missile-launching canisters. NASAMS also consists of an AN/MPQ-64F1 Sentinel active 3D radar, and a passive electro-optic and infra-red sensor.

The sale to Indonesia comes just five days after Lithuania announced a similar deal worth $126.5 million.

The AMRAAM missiles will be sold from the U.S. via a "government to government" Foreign Military Sales (FMS) deal. Of note, the missiles used in NASAMS are dual-use, meaning they can be surface-launched or air-launched. In 2016, the U.S. approved the sale of 36 AIM-120C-7 AMRAAMs to Indonesia for the country’s F-16 fighters.

Speaking to Indonesian media earlier this year, Air Vice Marshal Yuyu Sutina, commander of the National Air Defence Command, said that Indonesia requires a missile system that could cover a 100 sq km area. The plan was to deploy such a system initially to defend the capital city Jakarta, before more systems are acquired and gradually deployed elsewhere.

The procurement is part of Indonesia’s Minimum Essential Force Stage 2 (MEF II) to boost the Indonesia Armed Forces capabilities to defend the archipelago. Once the system is delivered, Indonesia will join Singapore and Vietnam in possessing a high-to-medium-altitude air defense (HIMAD) system in the region.
