Instead of having rider ratings we can get another better solution. If driver can rate riders, the abuse may get the table turned. Like rider late 6 minit, driver so unhappy give 1* which not fair at all to riders.
Its better to have the Rider Reflect Rating feature where we can see how this Rider rate the driver.
If we can see how much this Rider has taken trip and how many stars she has rated then we can decide the risk.
For example, if Rider has taken 100 trips, and the average stars she rated for drivers is above 4.7, this means this Rider is loyal and overall satisfied with drivers. She may have encountered with few bad drivers and she has every right to low rate such drivers.
If the Rider's average stars for drivers previously is below 4.2 while she has completed many trips, there must be something wrong with her and driver better don't take the risk. This is the CBK princess type.
The Reflect Rating feature will help drivers alot to avoid this kind of CBK Riders. Its not drivers' direct fault that she has low rating. She is the one who brought it on her for suka hati low rating drivers.
So, when we see Riders who rated previous drivers with high rating we go die die fetch. If low average rating but only few trips completed we may take the risk as they are only new riders, maybe not lucky met few CBK drivers themselves. If many trips completed and average stars is low then we die die to avoid.

It's better if rider rate low for reasons not related to the driver, their rating won't affect driver's rating.
And if Ublur, rider late more than 5 minutes, just cancel and ciao and get RM5 cancellation fee. That will automatically teach rider to never be late again. But kesian whoever is the next driver who have to kutip the RM5 cancellation fee on behalf of Ublur.
