Reprogram will not solve any hardware issue. I would suggest you go back to them again for a recheck

No la. Even in malaysia also the seller admit it unsealed. For warranty and checking purpose.

I think my Google Play or Google Play Services is corrupted. Few apps keep downloading but can never complete the download.

Tried the following:
1. Clear cache in Play and Play Services
2. Reinstall Google Play APK
3. Remove account and re-add

Problem still persist. I hope to avoid a hard reset.
