I think there is a reason for this.
1. Customers who bring too many things with them are usually encumbered and this will slow down their boarding/ offloading time.
2. to be fair to customers who travel light. For example, I travel with knapsack but was disappointed when I was told to put my knapsack under the seat in front of me, as all the overhead compartment has been filled. Why am i being punished for other people's selfishness?
3. to minimize the occupational hazard to cabin crew. It is NOT their job to carry your bags for you. It is also not their job to find a place to squeeze in your oversize luggage. however, most customers think that it is their job to do so
All they need to do now is enforce current condition strictly i.e. 1 cabin size bag, not exceeding 7 kg, and 1 laptop bag(or small bag meeting the dimension stipulated)
If this is strictly enforced, there should not be a problem with oversized and excessive carry on luggage.
I think what they are planning to do will complicate things. A lot of migrant workers fly using AA. What happens if they , or any other passengers, are unable to pay, the RM200, at the boarding gate? More confusion.
