B350 need bios update right? The cheapest mitx b450 dont hav red colour haha sad. Maybe change it to asus rog strix z270i. I choose that gpu because i can change the led colour to red. Well its cheaper than msi gpu.

If no gaming involved and 1080p videos max, Core i3-8100 with built-in GPU is more than enough.

If you want an ultra budget solution, just reuse any computer from the past 5 years, add a GT1030 would probably be ok.
But unsure if it will last another 3-5 years like you wanted.
