China to return seized US drone, says Washington ‘hyping up’ incident

China will return an underwater US drone seized by a naval vessel this week in the South China Sea, both countries said on Saturday (Dec 17), but Beijing complained the United States had been “hyping up” the incident.

The drone, known as an unmanned underwater vehicle (UUV), was taken on Thursday, the first seizure of its kind in recent memory.

The Pentagon went public with its complaint after the action and said on Saturday it had secured a deal to get the drone back.

“Through direct engagement with Chinese authorities, we have secured an understanding that the Chinese will return the UUV to the United States,” Pentagon spokesman Peter Cook said in a statement.

The incident drew criticism from US President-elect Donald Trump, who has vowed to take a more aggressive approach in dealing with Beijing.

The drone, which the Pentagon said was operating lawfully and was clearly marked as US property, was collecting data about the salinity, temperature and clarity of the water about 50 nautical miles north-west of Subic Bay, off the Philippines.

It was seized on Thursday just as the USNS Bowditch was about to retrieve it, US officials said.

The Defence Ministry said a Chinese naval vessel discovered a piece of “unidentified equipment,” and checked it to prevent any navigational safety issues before discovering it was a US drone.

“China decided to return it to the US side in an appropriate manner, and China and the US have all along been in communication about it,” the ministry said on its website. “During this process, the US side’s unilateral and open hyping up is inappropriate, and is not beneficial to the smooth resolution of this issue. We express regret at this,” it added.

Trump, a Republican who takes office on Jan 20, waded into the dispute on Twitter on Saturday. “China steals United States Navy research drone in international waters – rips it out of water and takes it to China in unprecedented act,” Trump said in a tweet early on Saturday from his seaside resort club Mar-a-Lago in Palm Beach, Florida, where he plans to spend the holidays.

HEIGHTENED CONCERNS

The drone incident has raised fresh concerns about China’s increased military presence and aggressive posture in the disputed South China Sea, including its militarisation of maritime outposts.

New satellite imagery shows China has installed weapons, including anti-aircraft and anti-missile systems, on all seven artificial islands it has built in the South China Sea, a US research group said this week.

Without directly saying whether the drone was operating in waters Beijing considers its own, China’s Defence Ministry said US ships and aircraft have for a long period been carrying out surveillance and surveys in “the presence” of Chinese waters. “China is resolutely opposed to this, and demands the US stops this kind of activity,” it said.

China will remain on alert for these sorts of activities and take necessary steps to deal with them, the ministry said without elaborating.

The Global Times, published by the ruling Communist Party’s official People’s Daily, earlier cited an unidentified Chinese source as saying they believed the issue would be resolved smoothly.

Trump has previously complained about the South China Sea build-up. He has threatened to declare China a currency manipulator and force changes in US-Chinese trade policy, which he says has led to the greatest theft of American jobs in history.

Trump has also raised questions about whether Washington would stick to its nearly four-decades-old policy of recognising that Taiwan is part of “one China.” He irked Beijing by taking a congratulatory phone call from President Tsai Ing-wen of Taiwan after his Nov 8 election victory. China lodged a diplomatic protest.

The 10-minute telephone call was the first of its kind since US President Jimmy Carter switched diplomatic recognition from Taiwan to China in 1979, acknowledging Taiwan as part of “one China.”

President Barack Obama said on Friday it was fine for Trump to review Washington’s policy toward Taiwan, but he cautioned that a shift could lead to significant consequences in the US relationship with Beijing.

New extremist groups in Malaysia: Report

Bukit Aman Special Branch Counter-terrorism Division principal assistant director Ayob Khan Mydin Pitchay said the number of people arrested for attempting to travel to the conflict-hit country had increased significantly.

KUALA LUMPUR • Malaysian counter-terrorism authorities have found a number of newly established extremist groups in the country, as well as previously neutralised terror cells that have been gaining momentum in their recruitment exercises, the New Straits Times reported yesterday.

Despite the arrest of more than 100 individuals this year who attempted to go to Iraq and Syria to fight alongside the Islamic State in Iraq and Syria (ISIS) militant group, intelligence suggested there were scores of Malaysians still trying to evade the police to join ISIS.

Datuk Ayob Khan Mydin Pitchay, Bukit Aman Special Branch Counter-terrorism Division (SB-CTD) principal assistant director, said that although only nine people slipped through the police net and made their way to Syria this year, the number of people arrested for attempting to travel to the conflict-hit country had increased significantly.

Senior Assistant Commissioner Ayob added that until last month, the SB-CTD had arrested 112 individuals. That was a rise from the 82 Malaysians nabbed last year for trying to travel to Syria.

He said that Kumpulan Tandzim Al-Qaeda Malaysia, Briged Al Jamaah, Kumpulan Fisabilillah, Kumpulan Daulah Islamiah Malizia, Al Qubro Generation and Kumpulan Gagak Hitam were the terror cells that counter-terrorism officials are keeping a close eye on.

Newly established group Kumpulan Gagak Hitam, in particular, has been on an aggressive recruitment drive, with 38 members now in the group, SAC Ayob said.

Intelligence suggests that Kumpulan Fisabilillah, another new outfit, now has 13 ready-to-die fighters under its wing, he added.

Malaysian terror cells subscribe to the same Salafi ideology of ISIS and their goal is to "free Malaysia" from the "shackles of secularism", said SAC Ayob, adding that the groups were using social media platforms to recruit new members. Salafis are fundamentalists who believe in a return to the original ways of Islam.

He shared the confession of one ISIS supporter who was caught as he was leaving to fight in Syria.

"The suspect told our officers that he wanted to go there for 'redemption', saying he was battling with the guilt of his past sins and was hoping to die a martyr. He said it was an Islamic scholar who told him that it was the right thing to do if he ever wanted to taste heaven," said SAC Ayob.

He highlighted the myriad propaganda tools used by ISIS to justify its cause, noting the role played by some groups, including religious teachers, in misguiding the public and promoting the Salafi ideology, reported the New Straits Times.

SAC Ayob said that while his men were working round the clock to stop the spread of extremist views - visiting villages and even schools and colleges - killing the ISIS ideology was a great challenge.

There are currently 60 Malaysians, including 12 women and 17 children, in Syria. Besides the nine suicide bombers, 18 other Malaysians have died while fighting there.

13 killed in Indonesian military plane crash

The Hercules C-130 plane took off from Timika city in Papua province carrying 12 crew and one passenger, but came down in a remote mountainous region shortly before its scheduled landing, officials said.

”The operator on land saw the plane at 06:08 am local time but at 06:09 am the plane had lost contact,” air force chief Agus Supriatna told AFP.

The plane was expected to land at 06:13 am local time.

Aboard the aircraft were three pilots, eight technicians, a navigator and a military officer, as well as food and cement, Supriatna said.

Weather around the area is known to be unpredictable, and the plane went in and out of clouds before the crash, he added.

Rescuers located the plane debris soon after. All 13 bodies have been recovered according to the air force. Supriatna said a team was heading to the site to investigate.

The fatal incident is the latest for Indonesia’s accident-prone military.

"Secara kelaikan pesawat ini layak terbang, sisa jam terbang 9.000 jam terbang, semua kondisi layak terbang," katanya saat jumpa pers di Halim Perdanakusuma, Jakarta Timur, Minggu (18/12/2016).

Ia menjelaskan bahwa pesawat Hercules itu terbang dalam misi latihan peningkatan kemampuan penerbang.

Dalam latihan terbang itu, penerbang yang saat ini berstatus kopilot diuji untuk bisa menjadi Kapten Pilot.

"Dan misi di Papua ini adalah tes. Uji coba salah satu latihan bahwa nantinya para penerbang ini mampu mengoperasikan di manapun berada," ujar Hadiyan.

Hadiyan mengatakan pesawat itu mungkin jatuh karena faktor cuaca. Ia lantas menjelaskan bahwa ada lima faktor yang harus diselidiki dan dianalisis dalam kecelakaan penerbangan, yakni manusia, material, media, misi dan manajemen.

"Jadi, jangan terburu-buru menyimpulkan, karena perlu analisa. Kita sudah kirim tim investigasi. Pangkoopsau II akan memimpin langsung proses evakuasi di Wamena," katanya.

Pesawat itu diawaki 12 orang. Pilotnya Mayor Pnb Marlon A Kawer. Bersama mereka ada satu orang penumpang.

"Satu penumpang terusan dari Abdurrahman Saleh bernama Kapt Rino dari Satuan Radar 242 Tanjung Warari, Biak juga menjadi korban," kata Wakil Kepala Staf TNI Angkatan Udara.

Ia menambahkan pesawat itu membawa Semen dengan berat sekitar 12 ton.

INILAHCOM, Jakarta - Pesawat Hercules C-130 merupakan pesawat terbang bermesin empat mesin turbo.

Pesawat itu biasa digunakan sebagai pengangkat udara taktikal utama untuk pasukan militer di banyak bagian dunia. Hercules mampu mendarat dan lepas landas dari runway yang pendek atau tidak disiapkan.

Sebelumnya pesawat itu digunakan untuk mengangkut tentara dan pesawat kargo. Selain itu juga digunakan untuk berbagai kegunaan seperti infantri airbone, pengamatan cuaca, pengisian bahan bakar di udara, pemadam kebakaran udara, dan ambulance udara.

Beberapa kali pesawat itu mengalami kecelakaan di Indonesia. Berikut rangkumannya:

20 November 1985 (A-1322)

Pesawat Hercules C-130-MP milik TNI AU jatuh setelah menabrak dinding pegunungan Sibayak. menewaskan 10 awak pesawat.

5 Oktober 1991 (A-1324)

Pesawat Hercules C-130 jatuh di Condet, Jakarta Timur. 135 orang menjadi korban dari kecelakaan ini. Korban terdiri dari 12 orang awak dan 121 lainnya adalah anggota Paskhas AU, serta dua satpam Balai Latihan Kerja Departemen Tenaga Kerja.

20 Desember 2001(A-1329)

Jatuh sekitar pukul 09.45 WIB di Bandara Malikussaleh, Lhokseumawe, Aceh Utara. Pesawat ini mengangkut penumpang dan amunisi terjatuh karena kegagalan pendaratan sehingga mengalami total loss.

Mengangkut 90 penumpang, diantaranya 70 perwira TNI, 27 perwira Kostrad, dan delapan perwira Kopassus.

11 Mei 2009 (A-1302)

Pesawat Hercules C-130 milik TNI AU terjatuh di Bandara Wamena, Papua. Penyebabnya adalah pesawat ini mengalami copot ban saat mendarat. Roda pesawat yang copot menghantam satu warga.

20 Mei 2009 (A-1325)

Pesawat Hercules C-130 jenis Long Body terjatuh di Desa Geplak, Karas, Magetan Jawa Timur. Saat jatuh pesawat pesawat dengan nomor registrasi A1325 mengangkut 120 orang. Jatuh sekitar pukul 06.25 WIB.

Kecelakaan menelan cukup banyak korban, 101 orang tewas dan 11 luka. Menimpa dua rumah warga lalu terbakar dan menyusup di pohon bambu. Sebelum jatuh terdengar dua suara ledakan.

30 Juni 2015 (A-1310)

Hercules C-130 milik TNI AU terjatuh di Jalan Jamin Ginting Kota Medan Sumatera Utara sekitar pukul 12.14 WIB. Pesawat ini jatuh tak lama setelah lepas landas dari Lanud Soewondo (eks. Bandara Polonia). (Inilah)

At current rate I think RMAF will surpass TNI AU in total operational C-130 and variants (without buying a new one).

How many Indon have in total?

Wonder if a conflict broke out in Acheh or somewhere far away like Irian Jaya, how they gonna send their tanks there?

Total ordered 103 Leopard 2 (61 Leopard 2RI & 42 Leopard 2A4) + 10 Support Vehicles (AVLB & ARV).

Both the Indonesian Navy & Indonesian Army have their own vessel to transport the Leopard 2 MBTs.

The Indonesian Army newly commissioned ADRI-L (LCU 1200 DWT):

They sent dozens of Loepards to Natuna Islands lately

But heard that the crash was due to crash into the mountains. Thought the Hercules has radar to detect the mountains despite cloudy conditions.

Russian military plane crashes in Siberia, 23 hospitalised

High winds may have forced the plane to make an emergency landing, Alexei Kolodeznikov, the deputy head of the regional government, was quoted as saying by the Interfax news agency.

The Defence Ministry said a team of military investigators had been flown to the crash site.
