No one from the Treasury will take the chance to pay for something that had yet to be funded. In certain cases, they will but the helicopters are not priority items.

This reminds me of the Soviet WW2 river gunboats. To simplify production, they simply installed tank turrets onto armored hulls to patrol the riverways of Russia.

Najib said talks with Abe touched on this issue, adding: "Malaysia continues to play its part to ensure the South China Sea will be an area of peace and stability, without which we cannot achieve prosperity."

Discussions also included the planned high-speed rail link between Singapore and the Malaysian capital of Kuala Lumpur, set to be built by 2026 and with the two neighbors set to finalize a bilateral agreement in December.

Japan has expressed interest in the project, and Najib said he had assured Abe that the bidding process would be conducted in a fair and transparent way.

Philippine defense and military officials today have seen how Israeli missile system work. Israel Military Industries (IMI) and Israel Aerospace Industries (IAI)-ELTA jointly conducted a live-fire demonstration in Israel, Friday afternoon (Manila time), according to MaxDefense Philippines.

The said live-firing was to demonstrate Israeli firms’ offer for Philippine Army’s Shore Based Missile System (SBMS) acquisition project, MaxDefense said.

“Among those demonstrated were the IMI Lynx mobile launching system, the EXTRA, Accular, and Predator Hawk guided rocket systems, and smart ammunitions for the 155mm howitzers, which are offered to the AFP as well,” MaxDefense said.

Present during the said demonstration were National Defense Undersecretary for Finance and Material Raymund Elefante, Armed Forces of the Philippines (AFP) Chief-of-Staff General Ricardo Visaya, Army commanding general Lieutenant General Eduardo Año, Philippine Marine Corps commandant Major General Andre M. Costales Jr., Navy vice commander Rear Admiral Rafael G. Mariano, and other officials from the Army and Navy.

MaxDefense Philippines is being managed by Max Montero, an Australia-based defense analyst and a former naval reservist officer in the Philippine Navy.

In mid-2015, a reprioritization in the AFP modernization program was made by senior defense and military officials shelving the planned SBMS acquisition project (at that time) in favor of equipment that can be used for internal threats.

PETALING JAYA: The construction of a RM73mil service technical centre (STC) for the maintenance of Sukhoi SU-30MKM fighter aircraft at TUDM Gong Kedak, Terengganu Air base was less than satisfactory, according to the 2015 Auditor-General's Report (Series 2).

The report revealed that a slow construction progress during the first 10 months which resulted in a takeover by a nominated sub-contractor on Jan 15 last year.

"The progress of the project within the first 10 months between March and Dec 2014, was not satisfactory as it only reached 3.3% progress compared to its target of 39.1% based on the actual working schedule," said the report.

The construction of the centre was part of the Government's obligation under a countervailing programme for the acquisition of Sukhoi SU-30MKM fighter aircraft which includes an issuance of aircraft components with the Federal State Unitary Enterprise (Rosoboronexport), Russia.

The project consisted of a hangar building, ADZ bay, POL store, AGSV/E garage, shelter, ramp service, apron area and a special equipment procurement site.

The Defence Ministry (Mindef) on Apr 15 had engaged the Public Works Department (JKR) as the implementing agency for the project.

"The construction of the STC is to ensure that Sukhoi SU-30MKM fighter aircraft will always be at an optimum level to be operated during mission or training purposes," said the report.

The Ministry of Finance Malaysia (MOF) had appointed Sharikat Pembenaan Setia Jaya Sdn Bhd (SPSJ) as the contractor, with a contract value of RM71.49mil through a "Design and Build" approach.

"SPSJ was selected via a restricted tender process and a Letter of Award was granted on March 10, 2014 followed by a formal contract which was signed on July 7, 2014 within a completion period of 78 weeks.

The report noted that the appointment of an unqualified and financially unsound contractor had affected project implementation and progress.

This follows the contract signature in late 2014 with PT Dirgantara Indonesia for 11 AS565 MBe helicopters. The delivery of the remaining helicopters will run through to 2018.

“We are excited to witness the handover of the first three AS565 MBe helicopters to our partner today”, said Janick Blanc, Head of the Panther programme at Airbus Helicopters. “The AS565 MBe has been developed using state-of-the-art processes and this enhanced variant of the Panther will benefit from an increased maximum take-off weight at 4,500kg. This will provide increased mission capabilities, specifically for the anti-submarine warfare missions these rotorcraft are expected to perform”, he added.

Under the agreement, Airbus Helicopters will supply the AS565 MBe helicopters to its Indonesia industrial partner PT Dirgantara Indonesia, who will reassemble and outfit these rotorcraft in-country, acting as the design authority. This will notably cover the installation of the anti-submarine warfare (ASW) suite which includes a dipping sonar and torpedo launch systems, allowing the Indonesian Navy to carry out its most demanding missions.
