It is good thing Apple stop coming out with 16GB. Used i7 for 1 week with minimal photo taking already used up slightly over 16GB.

live photos eat up more memory
my guess is he took all live photos which is turned on by default

My photo album got only 36 photo. Most of the space is taken up by my apps and games that I have bought last time such as Infinit blade 1,2,3, and others.
