it depends on the card terminal they use. Some is bill payment, some is device payment(might recognized as retail).

I paid cukai Tanah just now with wise card (they refused Big Pay card) came back checked the T&C

(a) The term “Eligible Retail Transaction” shall refer to any retail purchase transaction made
locally and overseas, including online transactions which are charged to the WISE Card (both
Principal and supplementary WISE Cards) but EXCLUDES the following transactions:

You didn't pay via HL Connect (eg Jompay) right?

No, I paid at Cukai Tanah Counter, you mean HLB will consider Govt related payments as part of the min RM2000
requirement?

The T&C above is misleading..

I paid some govt bills till Dec 2018. Still part of RM2000 spending.
T&C revised in June 2018.
