Yes you can, just pick whichever suits you the most 

Since mobo is still having response, I suspect it is PSU problem, your current CPU is still very strong and capable to run latest games without any issue, I would suggest you to bring your rig to a PC shop and borrow a PSU from the shopkeeper to test first, if the culprit is really PSU then just get a new PSU.

Not recommended to buy any new current gen GPU now because Pascal/Polaris (new next gen GPU from Nvidia and AMD) are coming soon in next couple of months.

Is it sufficient to power up gtx980 or gtx980ti since i'm overclocking my CPU a bit for 24/7 usage. Im afraid my old rig will bottleneck it.

I see 'E-tech' being mentioned a lot here, so I checked out the prices at their online store and found them to be mostly cheaper than anywhere else   .. to those who are familiar with them, do they give any discount if you buy a complete rig (like what the stores at lowyat do )?

Definitely get an SSD, 250GB version preferably, but 120gb will do to shave money and change to the below hardware suggested below instead.
If you swap to a Seasonic S12II semi modular PSU, its essentially the same PSU (semi vs full mod cables) and save another RM60

GTX 960? you exclusively play high fps games on your PC?
what about reading, watching movies, rendering stuff? these does not need fast refresh rate monitor, but a good viewing monitor.
why get a cheap TN monitor? suggest get a VA panel instead, VA has the best contrast, much better colour and view angles, similar to IPS panel.

suggest you get the brown switches
unless you like blue switches (best typing feel but very noisy)
or the gamer favorite red/black switch (its a linear switch, no tactile feel, no click feedback)

you can fit all the above in your RM560 budget (assume you switch PSU)
you may even fit a 250gb SSD in, I personnaly will get the Ultra II max instead of the plus max
120GB ssd goes for around RM200 hence I rather topup RM100 and double the size, faster transfer rates too.
