ASEAN defence ministers sign joint declaration on combating terrorism

ASEAN defence ministers on Wednesday (May 25) signed a joint declaration after the 10th ASEAN Defence Ministers' Meeting (ADMM) in Vientiane, Laos, laying out common commitments and goals for defence cooperation and regional security.

According to a news release by Singapore's Ministry of Defence (MINDEF), the joint declaration "underscored the ADMM’s resolve to cooperate internationally and regionally to combat the transnational threat of terrorism, as well as its commitment to (practise) and observe international protocols such as the Code for Unplanned Encounters at Sea (CUES)."

MINDEF said that during the ADMM, the ministers discussed regional security issues and commended the good progress in practical cooperation under the ambit of the ADMM and the ADMM-Plus, which includes the ASEAN countries and eight "Plus" countries - Australia, China, India, Japan, Republic of Korea, New Zealand, Russia and the US.

There was "strong commitment to enhance cooperation to address the terrorist threat as well as prevent terrorism and violent extremism from gaining a foothold in Southeast Asia," MINDEF added.

The ministers agreed that defence and military establishments can play a key role in the fight against terrorism, such as by building up information and intelligence-sharing platforms, combining resources for coordinated operations and enhancing confidence and capability building mechanisms such as the recently-concluded ADMM-Plus Maritime Security and Counter-Terrorism Exercise, according to the news release.



ADMM WAS A "SUCCESSFUL MEETING": DEFENCE MINISTER NG ENG HEN

On the sidelines of the ADMM, Singapore's Defence Minister Ng Eng Hen touched on what he said were the two main topics of the defence ministers' speeches - terror threats and the South China Sea.

"I think we all recognise that the threat of terrorism is real. It can potentially disrupt the region if we allow either the ideology of terror groups like ISIS, or if the networks are formed and training camps are embedded within our region," he said.

From Singapore's point of view, the Defence Minister said he shared that ASEAN countries could do more in terms of information sharing and intelligence, pool resources for the issue and conduct joint operations where possible.

According to him, the defence ministers also urged for a quick resolution of the Code of Conduct and interim mechanisms that could de-escalate tensions in the South China Sea area, such as the Direct Communications Link and the observance of CUES. Singapore also proposed to extend CUES to non-military vessels, he added.

"I would in general say that it was a successful meeting and we talked at length about these two challenges and how we would want to deal with it collectively," Dr Ng concluded.

Elaborating on his remarks in a Facebook post on Wednesday night, Dr Ng wrote: "If the ideology of terrorist groups like ISIS is allowed to take root among our people or worse still, if training camps proliferate in any one of ASEAN countries, then the whole region will be thrown into turmoil for decades. Our economies, our peaceful way of life will be seriously threatened."

As part of the countries' collective resolve to combat terrorism, Singapore will also share maritime intelligence from the Information Fusion Centre at Changi, the minister added.

Aside from the ADMM, the defence ministers also had an informal meeting with the Chinese Minister of National Defense General Chang Wanquan, during which they welcomed stronger practical cooperation between ASEAN and China, MINDEF said.

During the meeting, Dr Ng emphasised the importance of developing protocols and norms of behaviour to reduce tensions and misunderstandings in the region. His recommendations included the expansion of CUES to white shipping, an establishment of a code of conduct for submarine safety and a protocol to regulate unplanned air-to-air military encounters, MINDEF added.

At the last ADMM-Plus meeting in Kuala Lumpur last November, plans for a joint declaration were scrapped due to disagreements between the US and China.

 France currently relies on wire-guided MILAN portable anti-tank missiles for its troops and vehicles, but the design was first introduced in the early 1970s. Despite a series of version upgrades, and tremendous export success to over 30 countries, the French found themselves forced to buy American Javelin missiles in 2010 as an Urgent Operational Requirement.

The goal is a missile whose attack modes can include fire and forget, man in the loop mode, re-assignment in flight, and even seeker lock-on after launch. As a medium missile, it needs to kill targets up to an including main battle tanks, while remaining effective in urban warfare scenarios that focus on reinforced buildings. Urban effectiveness has also driven a design that’s designed to be fired from confined spaces without barbecuing the operator.

Each missile in its tube weighs 15 kg/ 33.07 pounds, while the separate firing unit adds another 11 kg / 24.25 pounds. Launchers will also be designed for armored vehicles like France’s VBCI IFVs.
MMP’s command unit and missile use Sagem’s dual-mode uncooled infrared and visible channel seekers, and MEMS IMU inertial navigation. An uncooled IR seeker is especially useful, because it can be used very quickly, as opposed to cooled seekers like Javelin’s that require 30 or so seconds to become ready. MMP can also be directed against non-line of sight targets, cued via datalink from a UAV or other integrated system.

Once fired, communication between the missile and the firing unit relies on a fiber optic wire, allowing the operator to intervene with a manual override that’s almost impossible to jam.

The missile’s multipurpose tandem warhead is designed to defeat 2m of concrete or 1m of vehicle Rolled Homogenous Armor, and the tandem design will allow it to be effective against explosive reactive armor protection. Minimum (sic) lethal range against its full target set is listed as 2.5 km/ 1.34 miles, which includes disembarked personnel or personnel under hardened cover, as well as modern tanks.

MBDA says that MMP has an actual range of 4 km/ 2.16 miles, and an MLP variant aims to double that to 8 km. MLP will keep the basic MMP form factor, but lengthen the pop-out wings and make other improvements. It’s is scheduled to debut in 2018, with helicopter integration on Eurocopter’s EC665 Tiger HAD attack helicopters slated for 2020.

MMP and MLP missiles will also be candidates for integration on armored vehicles. The missile is slated to be paired with the unique CT40 turret on France’s future EBRC wheeled light tanks, and mock-ups have been shown on
MBDA has an order from France, but they’ll need to secure a number of export customers before the program can be deemed a success like the MILAN.

Key global competitors will include the Raytheon/Lockheed Martin Javelin missile (cooled IIR, no man in the loop), RAFAEL of Israel’s popular
Spike family (cooled IIR/optical, optional man in the loop), Raytheon’s now-wireless BGM-71 TOW family (optical, man in the loop), Russia’s AT-14 Korenet-E (laser beamrider), and Saab’s Bill 2 (optical, man in the loop) with its top attack profile.

Tanks were manufactured in a contract worth more than 240 million dollars signed by GK Ukrspetsexport September 1, 2011 year to supply Thai army tanks 49 BM Oplot-M and two armoured recovery vehicles on their base with a term of the contract by the end of 2014 years. Thailand actually made a launch customer for the BM oplot tanks development SOE "Kharkiv Morozov Design Bureau named after a. a. Morozov", constituting a further development of t-80U tanks family/u.

Agreed timetable for the shipment of the BM Oplot-M under the contract was as follows: December 2012 year-five machines, August 2013 year-15 machines, December 2013 year-15 machines, August 2014 year-14 machines.

Performing the contract "Zavod imeni v.a.Malysheva" started in April of the year 2012 and the company faced significant difficulties in resuming tank production after more than a decade. Under the terms of the contract, the first five tanks were to be delivered to the customer in December 2012 year then term deposit of Thai side first five tanks called may 2013 year. Actually the first five tanks Oplot-M, made under the contract, were showcased in Kharkov just October 15, 2013 years and transported by sea in Thailand February 4, 2014 year.

The second batch of five tanks Oplot-M "was made" Malyshev Plant "to the beginning of the year 2015 and delivered in Thailand May 31, 2015 year. The third batch of 10 tanks "Oplot-M" was completed manufacture since the end of the year 2016 April 2015 and reached Thailand only now.

From what I can deduce these aircraft are not going to be on the frontline fighting so speed, maneuverability, etc. would no be that important. Wouldn't it be range and loitering time/endurance?

Seems the aircraft itself not that important as long as there is a suitable platform to put all the electronics in the air.

airship lacks mobility and obviosuly very2 slow
cant get away if enemy decide to target the airship

though there is heli-borne aew but it was for aircraft carrier protection

Yeah but let's say for our use to monitor SCS. Wouldn't this be a more economical and efficient platform for long-term monitoring? Maybe in hot situation can use normal AEW aircraft.

Additionally, curious also, once an aircraft has been targeted by missiles, how effective is it's maneuverability in overcoming this threat? Wouldn't the ECM and other countermeasures be more effective? The airship can have more of these (heck put a CIWS on it come to think of it).

Long endurance, smaller size normally equate smaller mantainance requirements.

What those aew need is endurance and space to put all the electronics. So it a bargain of either side. More space mean more advance thing can put in plus also for crew comfort.

U dont want to be in a sardine can right?

Leonardo-Finmeccanica, NTU Singapore in joint research

ROME, May 24 (UPI) -- Research in integrated and innovative helicopter structure composites and aerodynamics is to be performed by Leonardo-Finmeccanica and NTU Singapore.

The collaboration agreement between the Italian-based company and Nanyang Technological University was signed in Rome following a memorandum of understanding earlier this year.

"This agreement is an exciting opportunity for Leonardo-Finmeccanica to expand the scope of its activities in Singapore, a strategic country where we are fully committed to strengthen a long-term partnership, not just for helicopters but also in other sectors," said Mauro Moretti, Leonardo-Finmeccanica chief executive officer and general manager. "Each year Leonardo-Finmeccanica invests 11 percent of its revenues in research and development and we are very happy to have the opportunity to sign with NTU an agreement that will contribute to Leonardo-Finmeccanica's commitment to advanced R&D and to NTU's reputation as Singapore's leading center for aerospace."

Leonardo-Finmeccanica said the collaboration will seek to further technology opportunities in the rapidly evolving rotary-wing sector, where changes are characterized by the progress in composite materials, reduction in hydraulics and dynamic components and growing efficiency in industrial processes.

Joint projects could include research in innovative methods to advance the manufacturing of Leonardo-Finmeccanica products through the use of new composite materials.

The collaboration will also expand aerodynamics research modeling, which can potentially improve overall flight performance.

"NTU's collaborations with leading industry players like Leonardo-Finmeccanica are crucial for successful translation of university research into commercial applications," said NTU Chief of Staff and Vice-President of Research Professor Lam Khin Yong. "NTU's mechanical and aerospace engineering faculty will work with engineers from Leonardo-Finmeccanica to research and develop new aerodynamics and manufacturing technologies that can be used in next-generation helicopters and aircraft."

Yeah exactly, that's why I think airship is good idea. It has the endurance and you can theoretically build a very large one, larger than an aircraft and still be economical.

for peacetime its ok, airship with radar is ady used by usa to monitor its border and one time even msia consider to use one for esscom monitoring but i guess that didnt happen

aew aircraft usually got fighter escort or with electronic warfare fighter to protect it from enemy
they dun fly alone as it is a very high priority target

British special forces fighting in Libya: Report

“If we considered further military action against the Daesh [IS], wherever it was – whether in Libya or anywhere else – we would of course come to this house to discuss it first.”

Thanks for the info. Then maybe we should consider this again? Do you know why Msia scrapped the idea? Seems a suitable one especially for our current 'no money' times.

No reason why an airship cannot have escorts also.
