RMN chief: Maritime challenges won't affect Malaysia-China ties

BEIJING: The challenges in the South China Sea, where Malaysia and China are among the countries laying overlapping territorial claims, will not affect the close friendship between the military forces of the two nations, said Royal Malaysian Navy chief Admiral Datuk Seri Ahmad Kamarulzaman Ahmad Badaruddin.

Both nations prefer to focus on enhancing collaboration and cooperation with “deep and sincere friendship" as the strong foundation, he said Tuesday during his visit to China.

He said the armed forces of the two countries will engage in more training and exchanges, such as port visits and a joint drill codenamed “Peace and Friendship 2016” in Port Dickson in mid-September.

"I look forward to expanding the cooperation between both military forces, from humanitarian aid and disaster relief to counterterrorism efforts as well as search and rescue operations, to share experiences and techniques," he said.

During his visit, Adm Kamalrulzaman called on China's Central Military Commission vice-chairman Gen Xu Qiliang and commander of the People’s Liberation Army Navy Adm Wu Shengli.

He briefed the Chinese side on the RMN's "15-to-5 transformation programme", which aims at consolidating naval units from 15 classes to five to strengthen the country's maritime security and to be cost-effective.

“We are open to collaboration which can bring down the cost of building our fleet as low as possible.

“The Chinese side praised the innovative approach and expressed their willingness to offer their support, if given the opportunity,” he said.

Gen Xu said Adm Kamarulzaman will be the first military leader from neighbouring countries to visit PLA’s aircraft carrier, a gesture that would prove the importance attached by the Chinese military to its Malaysian counterpart.

Adm Kamarulzaman visit is to reciprocate Adm Wu's trip to Malaysia last year.

nope. depleted uranium armor will never go out of US hands. Saudi model does reach M1A2 standard but minus DU, ERA, TUSK (anti RPG) upgrades whereas the even more upgraded M1A2 (SEP) v2 is the one considered deployment quality for US brows.gif

Anyway no one ever said M1 Abrams is invincible, internet fanboyz overreacting again and sputnik decide to tambah minyak propa. The Arab armies don't deploy their tanks well and have a bad habit of running away from disabled tanks whereas Western doctrine is to button up and keep fighting, that's why there are so many disabled tanks.

I don't know what's the count in Yemen but 130+ tanks lost seems a bit exaggerated, Iraq only 9 were lost (and subsequently destroyed)

Yeah, but performance take a major hit. ATR-72 ASW has a flight endurance of 9 hours, that is 2 hours transit then able to loiter on station 7 hours or conduct a 2 hours patrol sweep at 5000ft. AEW equipment is a lot heavier and would be even worse. Also, flight ceiling 25,000 ft is a bit low, the higher you go the farther you see.

Compare E-2 Hawkeye: 10,000+ kg heavier, double the engine shp, flight ceiling 35,000 ft, but still only achieve flight endurance 6 hours, loiter on station 4 hours+. Not sure civilian conversion can beat that.

Case study of another civilian conversion: Global 6000 business jet, overpowered long haul jet with 13 hours flight endurance originally. Saab offer the Globaleye AEW package which potong the total endurance to only 9 hours. Heavy!

Austal delivers high-speed support vessel to Oman

HENDERSON, Australia, May 25 (UPI) -- Austal Limited of Australia reports it has delivered the first of two high-speed support vessels to the Royal Navy of Oman.

The RNOV Al Mubshir is about 236 feet long and offers a range of capabilities to support naval operations, including helicopter operations, rapid deployment of military personnel and cargo, and search and rescue operations.

The vessel was delivered earlier this month. It was built in Austal's facility in Henderson, Western Australia, under a $124.9 million design, construct and integrated logistics support contract.

"The HSSV (high speed support vessel) leverages our revolutionary intellectual property and technology in high speed vessels and demonstrate our proven ability as a prime defense contractor to navies across the globe," said Austal Chief Executive Officer David Singleton.

"Construction of the second HSSV is progressing well and on track for delivery to the Royal Navy of Oman later this year."

VIDEO: 28 Kurdish fighters killed by ISIS suicide bomber north of Raqqa: Amaq News



According to the Islamic State media outlet Amaq News, 28 Kurdish fighters of the Syrian Democratic Forces (SDF) have been killed by an ISIS suicide truck in the northern Raqqah countryside earlier today.

The attack was conducted during the late afternoon as reported earlier by Al-Masdar News.

Footage of the suicidal operation can be seen here; however, the video and alleged death toll cannot be independently verified by al-Masdar News.

Clashes between ISIS and the largely Kurdish SDF have reignited over the past few days in the northern Raqqa countryside with U.S. backed forces making modest gains towards the Islamic State capital in Syria.

According to the report, “Socialist Republic of Vietnam — Country Security Cooperation Plan,” the US Embassy in Hanoi “possesses a robust security cooperating program operating in accordance with US policy goals and interests to promote integration and access focused on key areas within the Vietnamese security architecture.”

“The SCO [Security Cooperation Organization] is manned and capable of providing in-country support and coordination for programs to expand US defense article procurement ... and assist Vietnam in developing and sustaining professional armed forces,” the report said.

According to the report, Vietnam’s strategic outlook involves the survival of the Communist Party by maintaining sovereignty and independence, achieving freedom of maneuver, and ensuring sovereignty over its exclusive economic zone (EEZ) and unfettered access to natural resources and the global economic market.

China has been testing Vietnam’s EEZ claims with incursions by maritime patrol vessels, aggressive commercial fishing vessels and the stationing of an oil drilling test platform in 2014, dubbed the Haiyang Shiyou 981 standoff.

Vietnam’s goals, according to the report, are to enhance its presence in the South China Sea with upgrades for submarine warfare, maritime air-ground interdiction, anti-surface warfare (ASUW), anti-submarine warfare (ASW), maritime domain awareness (MDA), early warning, and command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR).

In the past, Vietnam has procured defense articles from sources within the former Soviet Union and former East Bloc nations, but it has “begun reaching out to the European Union, Israel, and others.”

JAKARTA — Indonesia has taken delivery of the first eight of 61 more-advanced Leopard 2 RI (Republic of Indonesia) main battle tanks (MBTs), according to German defence contractor Rheinmetall.

The tanks are part of a US$290 million (S$400.9 million) contract signed between the country and the company in 2012, when Indonesia placed an order consisting of a total of 103 used Leopard MBTs.

This included 42 Leopard 2+ MBTs, 42 Marder infantry fighting vehicles and 11 armoured recovery and engineering vehicles from surplus German Army stocks, reported IHS Jane’s Defence Weekly, which cited Rheinmetall executives at the company’s recent Land Forces Symposium 2016.

The executives said all 42 of the Leopard 2+ vehicles — which are equipped with a bustle-mounted airconditioning system due to the country’s tropical weather — have been delivered. Others that have been handed over include the Marder and support vehicles.

The 61 Leopard 2 RIs are all receiving upgrades, which include elements from a modular upgrade package called Rheinmetall MBT Revolution. This was requested by the Indonesian military, which had wanted specific modifications to make the tanks more suitable for urban combat.

It is not known what the specifications requested by the military are.

Germany’s Krauss-Maffei Wegmann manufactures the Leopard 2 MBTs, but its fire control technology and a 20mm smoothbore gun as well as ammunition are supplied by Rheinmetall.

Indonesia indicated its interest to Germany to purchase military equipment in August 2012, but approval was delayed because of opposition in Berlin, which is concerned with Jakarta’s human rights record. The German Security Council eventually approved the deal eight months later.

According to IHS Jane’s Defence Weekly, the deal will see Rheinmetall transfer “undisclosed technologies” to Indonesian state-owned land systems specialist PT Pindad (Persero) and Indonesia’s Ordnance Depot and Signal Corps.

This is not the first time Indonesia has had dealings with Rheinmetall.

The country had ordered stateof-the-art simulation technology for training tank crews from Rheinmetall, said the company in a press release dated December 2014.

This included the Leopard Gunnery Skills Trainer and Driver Training Simulator, which are specifically designed for training Leopard 2 tank crews, and will be used for sharpening the gunnery and combat skills of com- manders, gunners and drivers.

The delivery of the battle tanks came after Indonesia increased its defence budget by 2 per cent for this year to US$7.2 billion, according to Ministry of Finance figures.

The country has been beefing up defences in the Natuna Island cluster in the South China Sea, which included setting up the latest air defence system. The move comes amid growing tensions in the regional maritime domain, especially with China’s growing assertiveness in the South China Sea — which has led South-east Asian countries to ramp up enforcement of their maritime domains while boosting their naval capabilities. Belgian police arrest four, find 'traces' of terror attack plot

BRUSSELS: Police found "traces" of a plot to launch a new attack in Belgium when they arrested four people suspected of recruiting militants for Syria and Libya, prosecutors said on Wednesday (May 25).

The four were charged with "participating in the activities of a terrorist group" following their arrests in the northern port of Antwerp and other Flemish-speaking cities, the federal prosecutor's office said.

"The four were more involved in the part of recruiting," Eric Van der Sypt, a spokesman for Belgium's federal prosecutors, told AFP. "And we found traces of plans for an attack in Belgium."

He said the probe into an alleged plot continued while his office said that "for now there is no link" with the investigation into the deadly March 22 bombings in the capital Brussels.

The prosecutor's office said the four people arrested are "suspected of having wanted to recruit people to send them to conflict zones in Syria and Libya," adding that some of them had intended to travel to those areas and join the Islamic State group.

Eight raids in Antwerp as well as in Ternat and Borgerhout turned up neither weapons nor explosives, the statement said without saying when the action was carried out.

The investigating judge ordered one of the four to be detained, but released the three others - one on condition he wear an electronic bracelet and the other two under "strict" conditions, it added.

Belgium is still reeling from the Islamic State suicide bomber attacks at Brussels airport and on the metro on Mar 22 which killed 32 people and wounded hundreds more.

They came five months after jihadists, many of them from Brussels, carried out gun and bombing attacks in Paris on November 13, killing 130 people and wounding hundreds more.

The Paris and Brussels attacks have both been linked to the same jihadist cell with links to IS in Syria.

Per capita, Belgium has produced the highest number of so-called foreign fighters in the EU who have travelled to wage militancy in Syria and Iraq, an estimated 500.

In US Army, enlisted soldiers' risk of suicide attempts varies over time

(Reuters Health) - The risk of attempted suicide peaks at several points during enlisted soldiers' time in the U.S. Army, a new study found.

Soldiers who were never deployed were at highest risk for suicide attempts during their second month of service.

Risk among soldiers on their first deployment was highest during the sixth month of deployment.

And among those who'd completed deployment, risk peaked again five months after they'd returned home, researchers found.

"Suicide attempts are important targets for care," said lead author Dr. Robert Ursano, of the Uniformed Services University of the Health Sciences in Bethesda, Maryland. "We always talk about completed suicide, but completed suicide is just the tip of the iceberg."

He and his colleagues write in JAMA Psychiatry that suicide attempts have increased in the U.S. Army over the past decade but haven't been closely studied.

Understanding risk factors helps in the creation of interventions for suicide attempts, the researchers add.

Their new report focused on 163,178 enlisted Army soldiers on active duty between 2004 and 2009. During that time, 9,650 soldiers attempted suicide. About 86 percent were male, about 68 percent were younger than 30, and most were white, high school graduates and married.

While 40 percent of the total population had never been deployed, that group accounted for about 61 percent of the soldiers who attempted suicide. Previously deployed soldiers accounted for 29 percent of the suicide attempts, and currently deployed soldiers accounted for about 10 percent.

Regardless of deployment status, risk of suicide attempts was higher among female soldiers, early-career soldiers and those with a recent mental health diagnosis. Deployment status was also tied to suicide attempt risk.

Among soldiers with just one previous deployment, odds of a suicide attempt were higher for those with depression or post-traumatic stress disorder.

The new study can't say why risk of suicide attempt peaks at different times during different phases, but Ursano pointed out that the variations were seen in people of different skill levels in different environments.

"It’s important to remember both the people and stressors are changing," he said.

The new research is a part of the Army Study to Assess Risk and Resilience in Servicemembers (Army STARRS). According to Ursano, Army STARRS is modeled after the famed Framingham Heart Study, which started tracking participants in 1948 and formed the basis for recommendations to maintain a healthy heart.

"Suicide attempts are very important to think about," Ursano told Reuters Health. "In the U.S. there are more suicide attempts each year than there are first heart attacks. So suicide and suicide attempts are important to target with interventions."
