The defense secretary said Scarborough is “a piece of disputed territory that, like other disputes in that region, has the potential to lead to military conflict.”

The comments came in response to questions posed by Sen. Dan Sullivan (R., Alaska) who revealed during the hearing that Scarborough is the third vertex of a triangle of Chinese military bases that could be used to threaten the main Philippines island of Luzon

“The Chinese have already established two legs of that triangle. The fighters and radars are part of that radius that you see around the Scarborough Shoal,”

he is “very concerned” by reports that China will make Scarborough the “third site” for missiles and warplanes close to Subic Bay

“In addition to seizing and building on a shoal long claimed by the Philippines, a militarized Scarborough—with an air-search radar—would give the PRC full overwatch of flights in and out of northern Philippines, and the deployment of coastal defense cruise missiles there would allow the PRC to hold U.S. forces based and operating in the Philippines at risk,”

Chinese military could monitor all flights from the northern Philippines using radar and could “hold Subic Bay, Luzon Strait, and Manila Bay at risk with missile systems on Scarborough Shoal.”

The Pacific Air Forces, a command of the U.S. Air Force, carried out three A-10 jet missions near Scarborough on April 19, 21, and Tuesday. The jets were deployed at Clark Air Base in the Philippines

“This ‘Scarborough Patrol Station’ should be tasked with preventing the PRC from physically building a ‘new island,’ presuming afloat commanders are given flexible rules of engagement to allow them to physically prevent PRC construction work,”

KHARTOUM - A Sudanese military plane crashed on Saturday in the state of North Kordofan, killing all five crew members on board, the army said.

The Soviet-era Antonov 26, usually used in operations against rebels, crashed while landing at the airport in El Obied, the capital of North Kordofan, an army statement said.

"The aircraft has been destroyed and all five crew members martyred," it said. Three army officers and two soldiers were on board.

The army said the crash was caused by "technical problems".

The air force fleet of Russian-made planes and helicopters has suffered a number of losses in recent years, with the military frequently blaming technical problems.

SG: Fast-response police unit to counter terror rolls out in June



A new fast-response police unit trained to react swiftly to armed threats across Singapore will be up and running from June to beef up the counter-terrorism strategy.

The Emergency Response Teams (ERTs), which were unveiled yesterday at the annual Police Workplan Seminar and Exhibition, will be the first wave of responders in the event of a terrorist attack.

Each team comprises four or five officers, who will be the first on the scene to engage and neutralise the attackers. The ERT officers are selected from the six major land divisions, where they will also be based. Equipped with HK MP 5 sub-machine guns and trained in counter-assault skills, they will focus on containing threats quickly while minimising casualties.

In an emergency, alert police via i-Witness

The enhanced weapons are now used by the special forces and have more range and ammunition. The ERT officers will also don bullet- resistant helmets and vests.

On a day-to-day basis, the ERT officers will patrol selected public areas, such as shopping centres, as deterrence. That will allow them to be familiar with the areas and work closely with stakeholders in joint response plans.

The move is part of a comprehensive approach to addressing the threat of terrorism by enhancing the security response, said Home Affairs and Law Minister K. Shanmugam, who spoke at the event.

He stressed that the ERTs will "respond faster, more effectively and decisively to attacks".


The enhanced efforts will also include adding about 300 officers to the Special Operations Command (SOC) to form the Rapid Deployment Troops (RDT) as a second wave of response. Officers in the RDT, which will be ready by next July, will be able to hop onto tactical response motorcycles to navigate through traffic gridlocks.

"For all operations within Singapore, the police will take command," said Mr Shanmugam, but depending on the scale and nature of the attack, other agencies may provide support. "For example, in a large-scale attack where additional forces... are needed, the police may call upon the Singapore Armed Forces for its specialised forces such as the Special Operations Task Force to support and reinforce the ERTs and SOC."

Vigilance is also a key pillar of counter-terrorism, and police cameras will be rolled out to places like town centres and bus interchanges from the second half of the year, said Mr Shanmugam, who also outlined the community's role in alerting police to major crises.

Malaysia deported 32 Taiwanese fraud suspects to China Saturday, drawing strong protests from Taipei that the Southeast Asian state had bowed to pressure from Beijing.

32 Taiwanese nationals were taken to China Saturday along with 65 other Chinese nationals, with a plane carrying the suspects landing in Guangzhou around 8pm local time.

The 32 were among a group of 52 Taiwanese who were arrested in Malaysia back in March for telecommunications fraud. Malaysia had deported the other 20 back to Taiwan on April 15, and Taiwan says 18 of those have since been detained after prosecutors obtained evidence from Malaysian authorities.

The case comes just weeks after 45 Taiwanese in Kenya were forcibly deported to China in another telecom fraud case, a move that also drew Taipei’s ire.

Taiwan’s cabinet said in a statement that it tried to have the 32 suspected Taiwanese sent to the island but that Malaysia had deported the individuals to China on Saturday “under pressure from China”. It did not elaborate further.
