a better path is to upgrade, then clean up the disk and do a clean install. this will save you from all potential issues.
the upgrade is permanent if you don't revert to old os.

they should be the same. i use offline installer for cumulative update too (
check stasio's link; 915MB for x64 os); didn't have issues previously.
