Not really sure whats happening there. But if fatwas calls it haraam, it doesnt mean that non muslims cant buy or sell it anymore.
Until of course the govt or state authorities ban it. Still by banning, in most of these states (maybe except Johor) only means no shop/premises that sells these. Smoking is still legal. This is based on what i understand.

As for the fatwa, it has no real affect but more or less a strong supporting cause for a ban.

All of these are just my pendapat.

Even in Johor, you cannot sell, but you can vape in front of the Sultan when he is eating mihun goreng beside your smoking area and not get caught. Ban vaping (totally no vape activity or any sort allowed) is under federal's jurisdiction. State government can only ban by not issuing license and raid sellers.

The batteries I got from vaporstore in shopee went into total ignore mode after agree to check on the battery issues, so it's a no for me even the le magister they're selling quite cheap.
