Windows 7 is still slower than Windows 8/10 in even if you install in SSD because 8/10 use fast boot technology like hibernating your PC when you shutdown.[Budget] rm2 - 3k. prefer 2.5k below

Will go with Haswell (4th gen) because your budget cannot fit Skylake (6th gen).
