from sign-up to 1st bill - prorated.

if your terminate and COMPLETED PROECESSING before 1st bill, then that prorated amount is all that you are liable for. celcom refunds if more than RM10.

if you terminate after the 1st bill, then the clause is, you'll be liable for full commitment fee + excess usage in next bill - not prorated.

even if you step a second into a new bill period, you'll be liable for the full commitment in that new bill period.
i know, because i applied to upgrade less than 2 days before bill date, and custcare informed that i will still be liable for RM38 in current bill period,
AND, if processing my upgrade is delayed into and only completed in next bill period, i will aso be liable in full for that next bill period.

custcare explained that upgrade is considered as 2 actions:
- terminate previous rate plan
- sign-up new rate plan

based on that, since you are RM38 user - so definitely not 1st bill -,
- you old rate plan will still be full RM38 commitment fee in next bill.
- you new rate plan will be prorated until next bill.

"clause" is my own word. but the custcare, both counter and via phone, are very clear about this matter I.e. full commitment fee chargeable in subsequent bill, no prorate. and as exerienced by others as well, they will advise that the conversion be done nearer to billing date because there is no prorate applied on existinv rate plan.

58. What happens if I terminate my plan?
You will be charged 1 full month of your package value on top of your outstanding bill amount.

2.4 In the event that your CORP is registered before your billing cycle, your bill shall be pro-rated from the date of the registration of the CORP.

how many time already lorrr. the 5+5 loyalty offer is only possible via call to 1111. any other channel will only be able to offer you the current 2+2.

consider one in here who allegedly was able to sweet talk via counter is a rare case.

if you go through other channels, of course they can also do the "upgrade" to blue. the one with 2+2 currently offered. for all they care, since you'll be paying rm45 upfront, anything goes. just nod, wink, shook, and sign dotted lines appropriately.

that auto upgrade is for blue to blue, not 38 to blue. I think the complaint is not about not auto-upgrade, but rather, the perception that celcom offered 38-to-blue selectively via invitation-only.

correct me, but if I remember correctly, there are actually 2 rounds of 38 being offered to the public.

probably celcom is focusing on those who signed up within the first round.

but to compare against maxis, there's stark contrast.

maxis previously only offer undercutting rate AFTER you submit mnp.

celcom on the other hand offered upgrade to certain customer "out of the blue".

blue-to-blue is automatic since it does not involve rate plan change. still pay the same before and after.

38-to-blue on the other hand have to offer for customer's agreement since it involves additional charge.

they didn't ask me to read the offer sms verbatim word-by-word. I just give hint about sms offer to upgrade to blue 45, and the custcare put me on hold while she checked something.

not sure what was she checking. is it masterlist of those who gets upgrade offer? or check that I am really on 38?

but she was clear that while everyone who ask to switch to blue 45 can get their wish granted, it will be the same blue 45 as offered to new sign-ups. only those who gets sms offer can get the blue 45 5+5.

I just want to stress that

- YES - you can switch to Blue 45 2+2 any time. through any channel.

- NO - you can't switch to Blue 45 5+5 without offer. only through 1111.

so those who didn't receive sms offer but upgraded anyway via 1111, or worst case is allegedly via counter, double check the allocated data.


anyway, is it still being offered? I thought this is only happening till 31dec.

TL;DR

somebody previously asked "what about the data split for those months with 5 weekends?" and was answered that we'll still be getting 1.25GB for those rare occasions.

well, now I present to you my 5GB weekend split which is renewed just now (bill day 8th of month)

I am guessing that since there is 5 weekends between today's 8th and next 8th, the system too consideration and divided appropriately 1GB for each weekend.

those accessing via Online Customer Service - did you guys notice "Max Up SMS"?

what's that?

i opted for it, have it activated, had RM8 under unbilled, and have it listed in Overview page, but i didn't see any effect on my SMS count - still 50 as recently refreshed.

Send "IR OFF" to 28882, keep both as send and response as proof you disabled. Next time Celcom charges again, you'll know where and whom to shout at.

there are 2 roaming service under celcom
- voice/sms roaming
- data roaming

the "IR OFF" is for data roaming. if you have never been a subscriber to data roaming in the first place, time to claim celcom for all those amount since the time it was "OFF".

i would approach them politely first, ask if you have data roaming enabled? when was it ever "ON"? since when it is "OFF" and then ask about those charges in your bill for all charges incurred while "OFF" is in effect.

don't barge in all gung-ho outright. the last thing you need is fabricated "ON" period.

collect the facts first on your "ON" and "OFF" periods.
cross check with all the time you were charged for during "OFF".

then strike back with refund request.

naughty thought - probably also hit them through consumer assoc to give national noise, since now it looks as though they still charge for data roaming even though you are not subscribed to it.
