Depends on your tolerance.
HD7950 can't play The Witcher 3 constantly at 60fps @ 1080p (a user reported more around 45fps range) around High Settings. He OCed that HD7950.
I can play The Witcher 3 almost constantly at 60fps @ 1080p except CPU bottlenecked areas. Settings at High-Ultra.
Lastly depends on how much you are willing to spend.
