yup u need to clear first your bill before can perform porting.
btw if your current bill is bearable by your deposit (e.g. having deposit of RM100 while the current bill is below RM100) then they will just deduct the amount before the transfer is done. and the remaining balance will be sent (better request for it) on cheque via mail.

having maxis postpaid changed to hotlink prepaid will set u around RM30. plus need to personally go to maxis centre (not the appointed reseller). and have to be eligible before can perform it (need to be on postpaid for at least 6 months). so straightly porting should be the simplest path to follow.
btw sometimes an appointed reseller will tell u some BS. got someone in my family that want to port straight from maxis postpaid to another telco's prepaid, but the reseller told a BS story that they can't perform that. end up he checks and perform MNP via internet and it already being processed.

the cheap phones does come with contract. please consult the MNP terms and conditions. u cant port number that's still on contract.
and remember though that contract doesnt only apply on plans that comes with free/cheap phones. some plan requires u to sign for contract (myb 24 months). u can check with your current plan before proceeding. if u r on contract, u can only portover after the contact period lapses. or alternatively if there is some way to perform early termination u can proceed with that. btw it will not be worth to get a phone and straightly switch the network.
