Desperate to compete with China’s long-range anti-ship missiles, the US Navy is considering one of two options: forge ahead with the expensive, but state-of-the-art LRASM, or upgrade the Cold War-era Tomahawk, a missile never intended for naval warfare.

On Wednesday, US Deputy Chief of Naval Operations Joseph Aucoin outlined the Pentagon’s plan for how best to counter the Dong Feng.

One option is the Tomahawk missile. Introduced in the 1970s, that weapon is now produced by US defense contracting firm Raytheon. While it has proven remarkably reliable during its nearly 40 years of service, much of the Tomahawk’s success is based on stationary, land-based targets.

Except for a single model now out of service, the Tomahawk is not designed for mobile, floating targets, and would have to receive a significant upgrade before they could be any match against the Chinese Navy.

The other option is Lockheed Martin’s Long Range Anti-Ship Missile (LRASM), which the Pentagon’s research arm DARPA called "a leap ahead in US surface warfare capability."

The LRASM boasts the capability of operating either independently or with remote guidance, and can survive GPS jamming.

To decide between the two, Aucoin told reporters at the Center for Strategic and International Studies that he wants "a competition to get the best munition."

"What I would like to see happen is take those capabilities that we need and start inserting those into a Block IV [Tomahawk], and [compare that] to what we have with LRASM Increment 1, and have those two compete for the next-generation strike weapon," Aucoin said, according to Breaking Defense.

Even if the Tomahawk turns out to be the better long-term option, Aucoin said the Navy would still purchase LRASMs to fill the “urgent operational need” in the short-term.

It could be a neck-and-neck race. Tomahawks are relatively cheap, compared to the approximate $2 million price tag for each LRASM. Tomahawks also have a longer range and feature a larger payload.

But the LRASMs are durable, and that could prove much more effective against the Chinese Navy. While Tomahawks may work well against low-tech adversaries like the self-proclaimed Islamic State terrorist group, they could be easily shot out of the sky by more sophisticated defense systems.

That means, accounting for loss, more Tomahawks would be needed to do the job that could be accomplished by a single LRASM.

The Russian armed forces will start the deployment of body armor made with Boron Carbide powder to increase the survival rates of their soldiers. Also on a related front, reports also say the Russian armed forces are starting to supply its elite Spetznaz special forces with special 5.45mm and 7.62mm rounds with a Tungsten Carbide armor-piercing core. It is reported that the bullets are specially designed to defeat western-designed body armor up to level IV protection.

Chinese team ranks first in first stage of Airborne Platoon competition

The combat vehicle of the Chinese team airborne troops wades through water. The individual race of the "Airborne Platoon" competition for field operation skills was held in Ryazan, Russia on August 4, 2015. China, Russia, and Belarus sent their teams of airborne troops to participate in it. The "Airborne Platoon" competition is one of the 12 events of the Russia International Army Games 2015.

The first stage of the "Airborne Platoon" competition for field operation skills was concluded at Dubrovichi range in Ryazan, Russia on August 4, 2015. The Chinese airborne troops ranked the first in terms of overall performance.

The "Airborne Platoon" competition is one of 12 events of the International Army Games 2015 and the contests of the first stage includes accelerated march with obstacle overcoming, shooting with small arms for accuracy and race on combat vehicles.

The teams from China, Russia and Belarus competed with each other in the contests of the first stage.

The Chinese airborne troops performed excellently in the five-kilometer accelerated march, overcoming obstacles and shooting with small arms on that day. The Chinese team left the Russian team far behind in the contest of shooting with small arms after seven out of the nine 40mm rocket shells launched by the Russian participants missed the targets.

Plus its parachuting score on August 3, the Chinese team won the first place with a total score of 1 hour 18 minutes and 17 seconds, which was 17 minutes 15 seconds ahead of the Russian team that ranked the second.

The performance of the Chinese team on August 4 was appreciated by its rivals. The deputy leader of the Byelorussian team commented that the outstanding performance of the Chinese paratroopers showed "they are fully prepared and well trained ".

In comparison with the scores, Wen Dong, commander of an airborne division of the Chinese PLA, attached more importance to the "benefits" the Chinese team would get from the competition. He told the reporter that the purpose of the Chinese airborne troops' participation in the "Airborne Platoon" was to carry out exchange of military skills with the foreign participating teams, and find shortcomings in training and equipment maintenance so as to upgrade the training level in the future.

Major general Dmitry Gorbatenko, chief umpire of the Russian International Army Games 2015, also expressed similar opinions. He said that the competitions will not only help enhance the combat capability of the Russian and Chinese soldiers, but also promotes mutual trust which is conducive to the Russia-China "side-by-side cooperation" in peaceful time.

The Russian International Army Games 2015, organized and sponsored by the Russian Ministry of Defense, has attracted more than 2,000 soldiers from 17 countries including China. Its 12 events are simultaneously held in ten regions of Russia from August 1 to 15.

Why is Indonesia Upgrading Two Naval Bases?

The Indonesian Navy (TNI-AL) is upgrading two of the country’s naval bases as part of a broader boost to the country’s maritime capabilities, according to local military sources.

A source from TNI-AL told IHS Jane’s that it will promote two provincial naval bases to the status of district bases – one located on the island of Tarakan near North Kalimantan (Lantamal XIII) and the other in Sorong (Lantamal XIV) in West Papua – probably by the end of 2015. Such upgrades are important within the context of Indonesia’s two-tier naval basing system as they are indicators of shifting priorities and may signal the greater allocation of resources in the future.

The upgrade of Lantamal XIV is believed to be in line with ongoing preparations for the establishment of a third fleet to be called the Central Fleet. As I have noted previously, Indonesia currently has two fleets – a Western Fleet (KOARMABAR) based in Jakarta and an Eastern Fleet (KOARMATIM) based in Surabaya (See: “Indonesia’s Navy Inducts Missile Craft into Western Fleet”). But Indonesian military officials have said they want to create another fleet as they look to increase the country’s maritime capabilities.

Meanwhile, the TNI-AL source told IHS Jane’s that the upgrade of Lantamal XIII is part of ongoing efforts to strengthen Indonesia’s position in Ambalat sea block in the Celebes Sea, where it has an ongoing maritime dispute with neighboring Malaysia. This, too, comes as no surprise. As I wrote in an earlier piece, Indonesia’s disputes with its neighbors is a significant factor that feeds into its defense planning, even if this is often not adequately appreciated among some outside observers (See: “A New Indonesia Military Base Near the South China Sea?”).

More specifically, of late, Indonesian officials have been accusing Malaysia of conducting increasing incursions into the country’s airspace and waters in the Ambalat area. In June, information obtained from Tarakan airbase showed that Malaysian warships had been spotted illegally entering Indonesian waters off Ambalat in the district of Nunukan on nine separate occasions. In response, Indonesia’s Coordinating Minister for Political Affairs, Security and Law Tedjo Edhy Purdjianto had said that the country would intensify monitoring and tighten border protection on the sea, land and air borders by deploying aircraft from the Tarakan airbase. The Indonesian Navy has also since stepped up its patrols there.

The French may ultimately support the plan as well. Encouraging the European Union to buy their surplus warships would allow them to sail with French crews onboard, quite possibly commanded by French officers, but paid for by the other nations of Europe.

Despite a number of technical details and specs about the Russian Sukhoi PAK FA (also known as the T-50) fighter jet being known to the general public, the main mystery surrounding the newest aircraft still remains to be unraveled.

It is with respect to what weapons the stealth fighter will carry.

In an exclusive interview with the Russian TV channel Zvezda, Radik Bariev, head of the Chkalov Flight-Test Center of the Defense Ministry, spilled the beans on the PAK FA’s weaponry.

While the regular Su-35 jet fighter has 12 mounting locations for bombs and missiles, the body of the T-50 – at first sight – has none.

"It does have weapons. Let people dream a bit and use their fantasy. It also has locations for mounting weapons. It has everything it needs, and even more," Bariev told Zvezda.

According to the Russian military, the weaponry is one of the most outstanding features of the newest aircraft, and thus it is still kept a secret.

The single-seat, twin-engine jet fighter — the first operational aircraft in Russian service to use stealth technology — is designed to be used to achieve air superiority and assist in ground attacks.

Besides its ability to fly at speeds well above Mach 2, the T-50 boasts other, even more important, features such as invisibility to radar, powerful weapons and high maneuverability.

The use of composite materials, innovative technologies, advanced avionics and engines ensure the T-50’s extremely low level of radar, optical and infrared visibility.

The T-50 also carries the upgraded BINS-SP2M inertial navigation system, that autonomously processes navigation and flight information, determines position and motion parameters in the absence of satellite navigation, and can integrate with GLONASS, Russia’s space-based satellite navigation system.

In December 2014, Russia’s United Aircraft Corporation announced that production of the fighter was ready to begin in 2016. Fifty-five PAK FA jets will be delivered to the Russian Air Force by 2020.

China unable to defeat US in carrier battle: Russian expert

Konstantin Sivkov, a Russian defense analyst, said in his piece written for Moscow-based Military Parade that even as China speeds up the development of its first domestic aircraft carrier, it would still be unable to defeat the United States in a future carrier battle.

Sivkov said that China had successfully changed the equipment aboard the Liaoning, the nation's first aircraft carrier introduced from Ukraine, to use domestic products. A Type 382 Sea Eagle S/C air-search radar which allows Liaoning to track 10 targets in the air simultaneously can be seen aboard the ship. It is also fitted with a set of four active electronically scanned array radar panels which give the Liaoning a very similar air defense capability to the Arleigh Burke-class destroyer, according to Sivkov.

However, the Russian expert also said that China's air defense missiles can only intercept between four and five US anti-ship missiles during the first round of the fight. Under US electronic attack, the capability of Chinese air defense systems would drop to between 30% and 70%. In this scenario, the Liaoning would be able to intercept probably no more than three American anti-ship missiles in a confrontation.

The Chinese aircraft carrier can carry up to 40 J-15 carrier-based fighters and 20 different types of Ka-28 helicopters. It is able to launch 16 aircraft into the air simultaneously just like its sister ship, the Kuznetsov-class aircraft carrier currently serving the Russian Navy. China's first carrier battle group is likely to be comprised of between four and five advanced destroyers such as the Type 051C, the Type 052D and Sovremennyy-class destroyers not to mentiom several Type 054A frigates.

The primary weapon systems of the Liaoning against a US aircraft carrier is the YJ-83K anti-ship missile. Sivkov said that China is unlikely to win a carrier battle against the United States with its current warship qualifications. While US destroyers can fire between 30-40 long-range anti-ship missiles against a Chinese carrier battle group 600 kilometers away, the PLA Navy's surface combat vessels can only fire 30.

In a direct confrontation with the US Navy, the chances of the Liaoning not being hit by a US anti-ship missile is only between 20% and 30%. The chances of China bringing serious damage to a US carrier is only between 7% and 15%. Meanwhile, China will lose twice or perhaps even four times the warships which the United States would. Sivkov said that it is impossible for the PLA Navy to win a carrier battle with the US in near future.
