"Non-gaming" monitors around that price range:

Asus VX239H RM789
Dell S2415H RM759
Dell P2314H RM739

Either one is a good choice.

You are going to reuse your processor but does it include the mobo? And you don't have a monitor now?

Then don't include it in "Hardwares that will be re-use", put it in "Personal preferences".

But anyway i3/i5 is a much better choice than AMD due to poor single threaded performance on AMD FX series processor.

Intel Core i3 4150 - RM 414
Asrock H81M-VG4 - RM 189
Kingston 4GB DDR3 1600MHz Value RAM - RM 109
Leadtek GTX750 2GB GDDR5 - RM 499
WD Blue 1TB HDD - RM 189
FSP Hexa+ 450W - RM 159
Aerocool V3X - RM 105
Samsung S20D300FY monitor - RM 369

Total: RM 2033 (Viewnet price inclusive of GST)

Guys, since last weeks you people recommend me to wait for new Broadwell Intel Chip incoming to Malaysia markets, but do it really worthy to wait in following situation?

1) More CPU Raw power performance boosts on Broadwell, is there new Broadwell Xeon coming out?
2) Will be the current Haswell CPU get price slash when Broadwell coming to Malaysia market? zhen^wei
3) I'm going to get a mid tier GPU, does the IRIS Pro benefit to me?

Anyway, I just want to build another working station that gonna last for another 7-9 years which spareparts available. Current one is already aging (since 2007-08), so Broadwell is not "much" worthy to waiting based on my need, then I just settle for Xeon E3 1230 V3.

Budget: RM3,000 (updated)
Hardware: Everything in the rigs except SSD (Liteon 900S 256GB to reuse)
Personal preferences: last year I build a smilar rigs like Xeon + 750ti + 16GB ram etc.
Purpose/Program use: Adobe Illustrator, Adobe Photoshop, Coreldraw (might going to do some video editing soon, software yet to be confirm)

No, Intel only intend to launch 2 broadwells for desktop, one is i5 and another is i7, so no Xeon for that. Intel is launching broadwell for the LOL, their main efforts are with the skylake which rumored to come by late of this year.

Price slash? May be a little towards 4590k and 4790k since broadwells are direct successor to them. Others I don't think so.

Iris Pro is pretty much a GTX750 already, which pack a serious punch in workstation when you need them.

Hmm, 7-9 years, that's really hard. If that way, I certainly advice you to wait for skylake and DDR4. DDR3 is at its end of life already, it will be as rare and irrelevant as ddr2 of today in 3-5 years to go. H97 mobo also end here, and will be pretty much disappear from market in 2-3 years to come. Better invest on newer mobo and RAM, those two stuffs are hard to find replacement when it gets older.

The models to come are i5 5675C and i7 5775C. There are also 3 new Xeon CPUs but the price is very high so I don't think it's for consumer, they are Xeon E3-1285v4, Xeon E3-1285Lv4 and Xeon E3-1265LV4.

If the server PC is only to manage the PCs in the cybercafe, e.g. login, check available PC, time check etc, then it is enough, unless you plan to play game on server PC sometimes (for the one who working at counter).
