the cooler is not a must as u not using any cpu intensive software,
but it is recomended to get one, but still, stock cooler will do just fine,

i7 5820K which has more core and threads will win the i7 4790K in the games which fully utilize the extra core, but you need to spend at least 1k for X99 mobo which is not cheap in my opinion, if your budget is not restricted then go for it
