but take note that the speed will be tuned down to match the slowest card

Do gpu is needed for the task? Or cpu is suffice?

Some softwares do use it a little.

Another thing is the Xeon in the build had no iGPU, so you can't use it without a discrete GPU.

If you seriously don't want a discrete GPU, dump it and the Xeon and slot in a i7 4790.

Xeon doesn't come with iGPU so a discrete GPU is needed unless you go for locked i7 4790 at slightly higher price. Rendering and autocad do use GPU power to accelerate the process, but if you don't want to spend money on GPU, it's ok also, since the main processing power still come from CPU itself.

Technically gen2.0 x8 is still pretty acceptable for today's standard, but SLI/Crossfire rarely provide decent experience than getting a new card,

looking to stretch all this with the budget of RM4,000. thx

Change the build suggested by Minecrafter to BenQ GL2450-B @RM 479 and cheap Edifier 2.0 speaker ~RM 35 or 2.1 speaker ~RM 90

need some suggestion rig, just cpu, no need monitor or anything, will recycle current one.
-purpose is for graphic use, designing, rendering, movies n perhaps small server
-include water coolant (or u guys can suggest other coolant, as i will run it like 24/7 [perhaps])
