This elements are to reach their combat readiness as soon as in the beginning of 2015, in order to provide a possibility to react to potential threats before the target structural elements of the spearhead become combat-ready, which is planned to happen in 2016. Decision on forming “temporary” quick response force has been taken during the meeting of the Ministers of Foreign Affairs of the NATO member states on 2nd December. NATO Secretary General, Jens Stoltenberg, has stated that these forces will be capable to achieve combat readiness within “a few” days, and they will be composed out of elements of the German, Dutch and Norwegian Armed Forces. NATO decided on creation of the “Spearhead” during the Newport summit, especially in the light of the threat posed by the Russian Federation. The basic assumption is that the unit consists of several thousand soldiers of the land forces, with additional support from the air forces, navies and special forces. As it has been stated, the target structural composition of the “Spearhead” is to be ready for potential involvement by 2016. Most probably composition of the NATO quick response units will include a Polish tank battalion with the Leopard 2 tanks, due to the fact that it is the Leopards, that are the latest tanks included in the inventory of the Polish Army. BANGKOK: The Cobra Gold annual military exercise is supposed to showcase the historic relations between Thailand and the United States, but ongoing diplomatic tension has clouded the annual war games. In January, Thailand accused the US of interfering in its internal affairs after a senior US official's meeting with ousted former Prime Minister Yingluck Shinawatra and his call for a swift return of democracy. The same call was repeated at the start of the annual multinational military exercise Cobra Gold, which kicked off in Thailand on Monday (Feb 9). “A senior US envoy recently visiting Thailand made clear our unwavering friendship and support for the Thai people, as well as our hopes for the country to return to democracy as soon as possible, so we can restore our bilateral relationship to its fullest potential,” said Patrick Murphy, US Charge d’Affairs to Thailand. Recently, the US State Department said that Washington will not fully reactivate its military alliance with Thailand until the country returns to civilian rule. THAI-CHINESE TIES BOOSTED The US has sent 3,600 troops to participate this year's exercise, down from 4,300 troops last year. Experts say Washington's pressure on the Thai military may not result in a quick return to democracy, but could see a closer relationship forged between Bangkok and Beijing. “If we don’t have this kind of American pressure, I think Thai-Chinese relations were going to be moving at a gradual, step-by-step pace," said Dr Prapat Thepchatree, Director of the Center for ASEAN Studies, Thammasat University. "But because of this American pressure, it kind of hastens the process." In December last year, Prime Minister Prayut Chan-o-cha has granted Beijing a major concession in building new railways, forging closer economic ties. However, some Thai diplomats such as Mr Kasit Piromya, a former foreign minister, are worried about the military government's approach. “I think the diplomatic finesse of Thailand is to be able to have respective relations with different major players. One could prioritise what type of activities we will do with the Chinese, with India, with Indonesia, and with the Americans. It does not have to be the same. It is not the sort of jilted lever that you rejected one to opt for the other," he said. Others also see the Thai-US relations changing over the long term. “I don’t think their interests coincide. The town is a major strategic target for the separatists, as it houses a large thermal powerplant that contributes much of the electricity used in Debaltsevo. Major breakthrough in Minsk 2.0 peace talks
![]() Russian President Vladimir Putin speaking to the press after the peace talks were concluded In what is seen as a great victory and the vindication of the diplomatic efforts of German Chancellor Angela Merkel and French President Francois Hollande, all the parties engaged in the so-called Minsk 2.0 peace plans have agreed on some very significant points. After a marathon 15-hour plenary session between the Ukraine government (represented by President Petro Poroshenko) and eastern separatists (represented by Alexander Zhacarchenko) with the leaders of Russia, France and Germany acting as guarantors, the participants agreed on several very important points in the proposed peace plan. These points are: 1) Ceasefire to begin at midnight on 15 February (agreed) 2)Heavy weapons withdrawn in a two week period starting from 17 February (agreed) 3)Amnesty for prisoners involved in fighting (agreed) 4)Withdrawal of all foreign militias from Ukrainian territory and the disarmament of all illegal groups (to be discussed further) 5)Lifting of restrictions in rebel areas of Ukraine (agreed) 6)Decentralisation for rebel regions by the end of 2015 (to be discussed further) 7)Ukrainian control of the border with Russia by the end of 2015 (to be discussed further) Chancellor Merkel stated "now we can have a glimmer of hope" while also stating "But the concrete steps of course have to be taken, and we will still face major obstacles. But on balance I can say that we have achieved gives significantly more hope than if we had achieved nothing. So one can say that this initiative was worth it." All the participants also have agreed to hold regular meetings in the future to ensure the items agreed are upheld by both sides. Regarding the Ukrainian soldiers and paramilitary units encircled at Debaltsevo, President Putin has said he will be consulting military experts on how the situation should be solved. Most observers agreed that a standard solution to these kinds of situations is to have the encircled units leave their heavy equipment behind, with transportation out of the encirclement being provided by the separatists. Only personal weapons will be allowed to be carried. |
