Not APDL. If no APDL they can't sell at all, can collect deposit and the money need to go to stakeholder. eg. Lawyer. It's a special approval from Kementerian to approve extension of time from 36 to 48 etc etc.

I pay 10% only can get the unit then now phase 2 only spend 7k to own it??? Some more 7k can do installment for 12 month
