Yes, they are priced like that depending on the stocks. About the poo, i think u can place a bowl where they can go inside it. They usually likes to poo inside the water. When i put a bowl inside my tank, they drink some water and start poo-ing and pee-ing inside the bowl. But its cleaner and better that way.
Ive seen a few of those Elongated were selling for Rm150 for a specimen around 5-6 inches. And i think they are the cheapest tortoise we can get. Forstein's are more expensive and they are rarer.

Its better to use the old method and safe the animals later. If we use straight from tap water, the chlorine level and ph level is not suitable for most aquatic animals.
RES is another story, they are very hardy.
I think its situated at Taman Desa Waterpark there. 

I just got back from Taman Desa Aquarium, all they had was a common snapper.....still no Ally Snapper *sigh*

Btw i just put Sea Cucumber oil to the turtles and there's a lot of leech. Since its a wild one so there's a lot of them hiding under the shell at their feet. Pity them. No worries as they all gone already.

I got 1 bad news guys, i just realised this evening that my small ally snapper were gone.    I think he climbed from the plastic tank and made the way to the ground all the way from 9th floor.    I try to search them this evening but he's not around the place he fall.

Snake neck turtle are not hard to keep just that the bulk of them like live prey ie fish ,prawn, worms and when fed live food they grow fast
Can also be train to take fish pellets but some just wont accept
Most of them dont bask only a small percentage of them and breeding female bask

just sponge and other filter media inside. connect the air-pump to it.
HOB is nice on those small tanks, BUT please be careful to choose appropriate flowrate.

HOB will have water coming down like waterfall, so in a small tank sometimes it's like a whirlpool.

IMHO, common goldfish will outgrow your cute tank. Your particular type that you have right now, will however decimate most types of plant (a little nibble here and there, lo behold no more plants). I asked that very same question back when I started, most often than not, everyone says that a 'naked'/empty tank is the best for goldfish. I've since gone for the naked look, too.

HOB varies in costs and sizes. Hunt around the various LFS in town, but please ask the people there what fits your tank size (they should stock similar tank sizes there), just try the ones they recommend against their stock tanks for size. Otherwise, you might be in for a shock when you get home.

cat litter does the job nicely. it's cheap too. wood chips tend to trap moisture if not monitored properly.

for adults, you may try neo peat (can get at nurseries, about RM14-15 for a whole lot of them). the bacteria in the substrate breaks down faeces and such, so the substrate lasts longer, no smell whatsoever. much cheaper than wood chips. however, it is troublesome for baby torts as the substrate could stick to wet parts.

hwa: torts should drink water that we drink, plus occasional calcium supplement. untreated tap water is not advisable...

I will answer the 3 question for you since others had already answered your question. About the food, leafy green are recommended like sawi(mustard green) for their daily staple food and alternate them with bendi(lady finger), kacang buncis(french beans), kacang pangjang(long beans), Exo Terra Tortoise pellets and once a month labu(pumpkin) as pumpkin is a good natural dewormer and good for their stomach.
40c is a bit too high i can say, just make it lukewarm.

food that i usually give her is kangkong, banana, turtle food sold in pet shop, watermelon, honey dew and some green vegetable left from cooking

i let her out under the sun for few times a week
