It's just a rumour. Construction dy started on this project. If its confirmed to be cancelled, for sure MRCB and other sub-cons contracted for this project will sue the gov't for compensation. Not to mention the buyers as well.

Based on your picture of the document, it is 5 years lock in period from the date of strata title registered under your name. If you don't register the title under your name or perform MOT transfer to your name, then the 5 years clock haven't begun.
