Yeap, you're right. But most people here flash the whole zip and rarely play around with the baseband. And I don't think baseband has anything to do with OTA (Please correct me if I'm wrong)
I rarely hang around the oneplus forum, most is I google and that site pops up; so not sure whether they postpone the OTA (which I highly doubt cause they even release it at their official site). I'm not sure how 1+1 handles OTA but I know that Google (Nexus) sent their updates by stages:
