Please try to perform a continuos ping test/trace route to the dota2 server...are you using SEA servers ?

Yes Asus RT-N10E can be used.

There could be other wireless devices surrounding that causes this. Please determine the actual speed when you are connecting via cable.

For better support, If you don't have your own MIS team, you may go for the above model, you can opt for TIME latest Dlink DSR-250N router.

Alternatively, you can use your own existing devices such as Firewall for the routing purpose.

Usually this problem caused by DNS issue, make sure you switch to Public DNS such as Google DNS, temp avoid OpenDNS.

Are you using IPv6 ?

Time Technical support has twice come by to troubleshoot, but they can't figure it out.  The official Twitch support twitter page does not mention any issues.

However, if I watch a stream on Azubu.TV and Afreeca.com, I have no problems whatsoever, regardless of stream quality.

This issue occurs regardless of time of day (peak or off-peak hours do not matter).  What's even more puzzling is that the issue disappears for an hour or two (also at random times during the day), then returns afterwards.

My recent ticket# with the Technical support team is 360615, and I am not sure if this is still open, as the last update I received from them was 3 months ago.

So my fellow Time users, would appreciate it if you could go on Twitch.TV and test it from your end and check if you are also getting the same issue.  And hopefully, the Time contacts here could also help look into this.
