So, that's mean if I play Assassin/Dervish, I can learn scythe mastery so long I meet the weapon requirements?

The only attribute you will not get compared to primary Dervish will be Mysticism. Scythe Master is available to all secondary Dervish but it all depends on whether you want to use a sycthe as your weapon. Make sure you get Mystic Regeneration & Faithful/Watchful Intervention if you decided yo go Dervish secondary. You won't regret it.

why u want to use scythe for your assasin, when your assassin's skill much related to dagger combo.
There are pros & cons for using daggers or sycthe. It all depends on your preference & playing style :
Daggers :Pro : Fast attack speed , high possiblility of double strike, high damage with Assassin combos.
Con : Single target, Low damage without combo, combo must follow lead->off-hand->dual sequence.
Scythe :Pro : Able to strike adjacent targets (up to 3 targets), has the highest max damage, you will get 3X effect when you hit 3 enemy (i.e. Assassin with 12pts in Critical Strike will gain 9 energy when crit on 3 enemy / Conjure "Elements", Apply Poison, Sharpen Dagger will stack on all 3 enemy)
Cons : Slow attack speed (same as hammer). Damage fluctuate a lot (due to 6-41 dmg range).
There is also the Deadly Arts line which can prove to be more useful than Dagger Mastery if you don't use daggers.
