But I didn't use paypal too. But cimb charged me 0.8% cross border fee for groupon malaysia.

received a call from 0322817200 claiming from CIMB and offering credit limit increase... but quite suspicious when she would like to verify my IC number... anyone can confirm this call is legit?

You using the PC version or Mobile version of groupon? I think their mobile version payment is handled by their foreign payment processor(Adyen), which is why you get charged the cross border fee.

If you access from a PC/desktop version, it is handled by the local processor(ipay88).
