Task Force 450 To Be Stationed In Kota Belud Paradise Camp

QUOTE
KOTA KINABALU, April 28 (Bernama) -- The newly-launched Task Force 450 of the Fifth Infantry Division under the Malaysian Army will soon be stationed at the Paradise Camp in Kota Belud to help strengthen the security system in Sabah.

Army Chief General Datuk Raja Mohamed Affandi Raja Mohamed Noor said the final decision on the relocation date of the force would be made after the camp was completed and equipped with the necessary facilities and equipment.

The task force (for Sabah) launched on April 2, and temporarily operating at the Lok Kawi Camp, acts as a nucleus for the establishment of the Fifth Division Malaysian Infantry in Kota Kinabalu and to help strengthen the defence and preserve the nation's sovereignty.

"We have chosen the camp based on its nostalgia and history. I have been briefed on the progress of upgrading works on this camp and this follows the relocation of the task force in this camp after it is fully ready," he told reporters here Monday.

Raja Mohamed Affandi said the Fifth Brigade Infantry Malaysia established 50 years ago in Sabah will be placed under the administration of the Task Force 450 and remain fully operational at Lok Kawi Camp.

He earlier visited a member of the military, Abdul Md Latif Joseph who was involved in an accident while on duty in Bakapit, Lahad Datu on Friday.

Abdul Latif, 21, from Kedah suffered a head injury and reported in stable condition.

Prospect of AVIBRAS MLRS on east malaysia?

QUOTE
SHAH ALAM: Despite the apparent softening of the defence budget due to the overall’s country economic condition, Avibras, the Brazilian manufacturer of the MLRS system in service with the Army remained bullish on its prospects in Malaysia.

This despite the widely reported “loss” of the sale of the third MLRS regiment set to be announced at DSA 2012.Speaking to Malaysian Defence at the recent DSA 2014, an Avibras representative nonetheless sounded upbeat about the company’s prospects.

“We are not only talking about the third regiment but also the fourth regiment. We also are also talking about the new 300km rocket under development in Brazil,” the representative said when asked about the company plans in Malaysia.

MRSS For RMN In RMK-11

Posted on April 28, 2014 by hafizuddinsulaiman

Under the 11th Malaysia Plan (Rancangan Malaysia Ke-11 or RMK11), the RMN has proposed to the Government for the procurement of three Multi-Role Support Ship (MRSS) as well as six Anti Submarine Warfare (ASW) helicopters.

According to the RMN Chief of Staff, these new assets will strengthen the Navy’s defence and invasion strategies as well as better positioning the RMN as a navy and fleet of international standard.

The MRSS has been on the Navy’s wishlist for a very long time, considering the fact that the RMN’s responsibilities now have been expanded and extended beyond its shores and maritime territories.

The implementation of Ops Fajar off the Gulf of Aden, participation of the Malaysian Armed Forces (MAF) in international Humanitarian Assistance and Disaster Response (HADR) operations abroad, maritime territorial disputes in the South China Sea, the current on-going search for the missing Malaysia Airlines (MAS) Boeing 777-200ER aircraft of Flight MH370 over the southern Indian Ocean, as well as the need to support troops and vessels deployed to the east coast of Sabah under the ESSCOM further necessitate the need for such vessels.

Since the decommissioning of KD Sri Inderapura Landing Ship Tank (LST) vessel a few years ago, RMN current fleet of sealift transport vessels include two Multi Purpose Command and Support Ship (MPCSS), KD Mahawangsa and KD Inderasakti, two Fast Troop Vessels, KD Sri Tiga and KD Sri Gaya as well as two Auxilliary vessels, the Bunga Mas 5 and Bunga Mas 6.

According to the RMN Chief, these MRSS would support the logistical need of its patrol and surveillance assets deployed along the waters of east coast Sabah.

Considering the maritime nature of this region, most of ASEAN countries have or in the midst of procuring dedicated sealift transport vessels in myriad of names and designation. The Philippines Navy has selected Indonesia’s PT PAL to construct two Strategic Sealift Vessel (SSV) which will be loosely based on the company’s Makassar class Landing Platform Dock (LPD) built and delivered to TNI-AL.

Since 2006 until 2011, four of such vessels, namely KRI Makassar, KRI Suarabaya, KRI Banjarmasin and KRI Banda Aceh have been delivered to TNI-AL.

The Philippines’ move echoes earlier steps taken by the RTN when it procured an Endurance-class LPD from ST Marine, christened as the HTMS Angthong in 2012.

ST Marine has already built and delivered four of such vessels namely RSS Endurance, RSS Resolution, RSS Persistence and RSS Endeavour to the RSN from 1998 till 2001.

As has been demonstrated by the PLA Navy, LPD does has its place in Military Operations Other Than War (MOOTW) such as the search for Flight MH370 initially over the South China Sea and then in the Indian Ocean. The PLAN has already deployed its Type 071 LPDs, the CNS Kunlun Shan and CNS Jinggang Shan to look for the missing aircraft.

Type 071 LPD’s operation is nothing new, CNS Changbai Shan made the headlines when Chinese reports stated that it has made a naval exercise off  the disputed James Shoal.

On retrospective view, the Malaysian Government has actually being offered of the Type 071 by China State Shipbuilding and Trading Corp. consortium a few year ago in order to fulfill the RMN requirement for the MRSS.

The MRSS saga has been a long one and still remain unfulfilled. (here) The RMN has been said to be very interested on a mini Dokdo class LPH design. In fact, the now defunct NGV Tech Sdn Bhd and the initial builder of two of RMN Samudera class training vessels has been in cooperation with Daewoo Ship-building & Marine Engineering (DSME) to offer the RMN with such vessels. (here and here)

And then came rumours that the RMN would acquire second hand Whidbey Island class Landing Ship Dock (LSD) from the US Navy in order to fill in its requirement. (here and here) Nevertheless, later on, other, more recent reports came in stating that the RMN has been offered by the US Government with a possible procurement of the soon to be decommissioned USS Denver, an Austin class LPD.
USS Comstock, a Whidbey Island class LSD

Nevertheless, as relationship between Malaysia and its ASEAN region has become more and more closer by the day and that this country has been one of the strong supporter of ASEAN defence industries collaboration, it’s about time that Malaysia too should consider following the footsteps of Thailand and the Philippines by considering ASEAN made LST or LPD.

Defence procurement with Indonesia is not something new for this country as it has already done so for more than 2 decades. While the USS Denver plan, should it eventually being realised, could be seen as a stop gap measure until newer and more modern types of vessels being inducted, it is about time that Malaysia looking seriously into procuring ASEAN made LPD for its Navy.
