Initial investment is the one hurting the most, though did the sgpv deal also includes the cost to build these new shipyard?

Yup after getting the info on the shipyard major upgrade I am satisfied with the project.
not sure how much the cost of the upgrade though.
However the upgrade must meet dcns standard and the whole shipyard upgrade is supervise by dcns.

Jenoptik to supply all-electric turret and weapon stabilization systems as well as 17-kW Auxiliary Power Units (APUs) for the Indonesian Army's Leopard 2 main battle tank.

QUOTE
Jenoptik supplies equipment for military land vehicles.

Jena/Wedel, 28.04.2014

On behalf of a German systems supplier, the Jenoptik Defense & Civil Systems division will equip military land vehicles with turret and weapon stabilization systems and with 17-kW Auxiliary Power Units.

Jenoptik received the two orders, worth 13.5 million euros in total, from Rheinmetall, a leading German manufacturer of security and defense technology. Until the end of 2015, Jenoptik will supply all-electric turret and weapon stabilization systems as well as 17-kW Auxiliary Power Units (APUs) for retrofitting tanks of the Leopard 2 type, which will be delivered to the Republic of Indonesia. The stabilization systems contract was awarded at the end of March 2014 already, the APU contract followed in mid-April.

The turret and weapon stabilization systems serve to stabilize the turret and weapon even while driving. The APUs generate sufficient electrical on-board power even when the engine is not running. Compared to the systems previously used, these APUs provide a significantly improved performance due to their 17-kW power supply and compact design.

Jenoptik is one of Germany’s most important providers of subsystems and components in the area of security and defense technology. “The energy and stabilization systems are a central pillar of the Defense & Civil Systems division’s business. This new order contributes to securing about 900 workplaces at the four locations in Germany. We are delighted that we can again provide added value to our customer”, says Jenoptik President & CEO Michael Mertin.

About Jenoptik and the Defense & Civil Systems division

As an integrated optoelectronics group, Jenoptik operates in the five divisions Lasers & Material Processing, Optical Systems, Industrial Metrology, Traffic Solutions and Defense & Civil Systems. Its customers around the world mainly include companies in the semiconductor and semiconductor equipment manufacturing industry, automotive and automotive supplier industry, medical technology, security and defense technology as well as the aviation industry.

The Defense & Civil Systems division develops, produces and distributes mechatronic and sensor systems for civil and military applications. The portfolio ranges from individual assemblies, which customers then integrate into their systems, through to complete systems and end products. The division’s areas of competence are energy systems, optical sensor systems, stabilization systems, aviation subsystems as well as radomes & composites. Top-quality customer service ensures that the products are supported over their useful lives, which generally extend over many years.

The mechatronic products are used in drive, stabilization and energy systems for military and civil vehicle, rail and aircraft equipment. The competencies also extend across the technical focus areas of software development, metrology and control systems. The sensor systems include infrared camera systems and laser rangefinders and are primarily used in automation technology, environmental metrology, security technology and military reconnaissance.

about 1 million USD, but look point less for RMN used in sabah, due lack of search radar, only have GPS and naval gun.
better getting turkey Ares 125/140/150 FAMB and TOT to local made, Mindef have good relationship with turkey defense company, should be no problem. it look perfect for RMN used in ESScom.
