Asia's growth a challenge for Australia's military

March 8, 2014
David Wroe
National security correspondent

Australia's military faces a challenge to keep ahead of rising powers in the neighbourhood - including Indonesia - as it seeks to protect trade routes that are the lifeblood of the economy, Chief of the Defence Force David Hurley has warned.

General Hurley said on Friday that the defence white paper would need to take a fresh look at defence priorities in a tough budget situation and amid dramatic shifts in power in the region.

''In terms of our region … our relative economic advantage is declining,'' he told the University of Canberra's National Security Institute.

He singled out Indonesia's economy, noting it was already as big as Australia's measured in GDP and would be nearly twice as big in 20 years.

''That development by itself has important repercussions for our security and reinforces how critical our relationship with Indonesia is,'' he said. ''Regional economic growth is being translated into military modernisation.

''This is normal and natural, but it is raising the bar for us in seeking to maintain a capability edge.''

China this week announced a 12 per cent rise in defence spending. Japan and the Philippines are boosting spending in response to China's rise. Indonesia also signalled its intention to expand military spending in line with economic growth.

General Hurley said advances in military hardware and weaponry in the region meant that when the Australian Defence Force was deployed it would ''potentially face a more dangerous operating environment over the next 20 years''. He stressed the shifting power did not ''mean that there is a greater risk of a major conventional attack against Australia''. But it could evolve into a new order that might not continue to ''serve our national interests''.

With more than half of Australia's GDP generated from beyond its shores, a future maritime strategy that reached well beyond Australia's immediate waters to protect sea trade was essential, General Hurley said.

The Abbott government has ordered a new defence white paper to be delivered by early next year. Defence economist Mark Thomson, of the Australian Strategic Policy Institute, told a Canberra conference last week the government would struggle to reach its goal to spend 2 per cent of GDP on defence, given other budget priorities.

General Hurley said: ''Greater clarity about the budget direction is critical to Defence in ensuring that major capability decisions are grounded in the strategy we need and the resources we have

Apparently NGV Tech Sdn Bhd is alleged to be in a financial trouble & Creditors had threatened to take possession of PCU Gagah Samudera and Teguh Samudera.

Here We Go Again…

Marhalim Abas March 7, 2014 Malaysia -RMN

KUALA LUMPUR: It appears that the new ship hoodoo has struck RMN again as work to commission both training ships – PCU Gagah Samudera and Teguh Samudera – has floundered as the builder, NGV Tech Sdn Bhd, is alleged to be in a financial bind. Industry sources stated that the alleged financial trouble was so bad that the creditors had threatened to take possession of the two ships, which was only prevented when the government gave an emergency grant to the company.

PCU Gagah Samudera prior to her launch back in 2012 at the NGV Tech shipyard

Efforts to contact NGV Tech for comments was futile as calls made to its listed telephone number went unanswered.

Industry sources said Gagah Samudera was now berthed at the RMN Hydrography Centre in Port Klang while Teguh Samudera reportedly remained at NGV Tech yard in Sinjangkang, Banting. Both ships are not expected to be commissioned this year. Gagah Samudera was launched on Dec 14, 2012 by Datin Seri Rosmah Mansor while Teguh Samudera launched by Tun Dr Siti Hasmah Mohd Ali on Feb 27, last year. Both were supposed to be commissioned within six months.

NGV Tech signed the RM294 million contract with RMN for the construction of the training vessels at LIMA 2011.

RMN Chief Tan Sri Abdul Aziz Jaafar when met today after signing an MOU with Boustead Naval Sdn Bhd declined to specify details of the problems affecting both ships apart from saying that it was under purview of the Secretary General of the Defence Ministry. He said at least five shipyards were interested in reviving the project.

During his speech at the launch of Teguh Samudera, Abdul Aziz had call on the government for a follow-up contract for at least four more of 75-metre hulls for training and patrol duties. For more details on the technical aspect of the ship go here.

Meanwhile, Boustead Heavy Industries Corporation Bhd managing director Tan Sri Ahmad Ramli Mohd Nor said today the LCS project “was on track and on schedule for delivery as stipulated by the contract in 2018″.

He said work on the ship’s design, systems and building process had started two years ago using simulation and virtual design tools. He, however, was unable to confirm exactly when the construction of the first of the six-class ship will start at the BNS yard in Lumut.

“It will be by the middle of the year,” he said when pressed for an exact date. Asked whether the engines and generators for LCS has been selected, he confirmed the ships will be fitted with four diesel engines and four generators. Pressed to name the engines, he said “MTU”. Generators “Also MTU,” he answered.

On the missile systems, Ramli said “More or less it had been selected. But as the LOA has not been signed I am unable to announce the missile systems. Maybe Tan Sri Aziz will want to announce it,” he added. However, Abdul Aziz declined to confirm the missile systems.

For the record, only the missile systems – SSM and SAM – remained the major sub-systems of the LCS that has yet to be confirmed as the rest had been made public via Boustead releases. Meanwhile the DCNS-designed CMS is undergoing “land integration tests” to ensure its ready for installation when the ship are ready.

Pesawat MH370 Boeing 777 MAS dikhuatiri terhempas.

Xinhuanet @XinhuanetNews ‪#‎MalaysiaAirlines‬ FLASH: VIETNAMESE RESCUE OFFICIAL SAYS MISSING MALAYSIAN PLANE'S SIGNAL DETECTED: MEDIA
https://www.facebook.com/nstonline/posts/10...66?stream_ref=1

KUALA LUMPUR (AFP) - Malaysia Airlines said a flight carrying 239 people from Kuala Lumpur to Beijing went missing early Saturday, and the airline was notifying next of kin in a sign it expected the worst.

The airline said flight MH370 disappeared at 2:40 am local time (1840 GMT Friday), about two hours after leaving Kuala Lumpur International Airport. It had been due to arrive in Beijing at 6:30 am local time (2230 GMT Friday).

It was carrying 227 passengers, including two infants, from 13 different nationalities, and 12 crew members.

China's state television said 158 of the passengers were Chinese.

"We deeply regret that we have lost all contacts with flight MH370 which departed Kuala Lumpur at 12.41 am earlier this morning bound for Beijing," Malaysia Airlines Group Chief Executive Officer Ahmad Jauhari Yahya said in a statement.

The statement said the Malaysian flag carrier was working with authorities, who had launched an effort to locate the aircraft.

"Our team is currently calling the next-of-kin of passengers and crew," Ahmad Jauhari said.

The plane was a Boeing 777-200. The airline's Kuala Lumpur-Beijing route passes roughly over the Indochinese peninsula.

A Malaysian Airlines spokeswoman said she could not immediately provide further details.

"This news has made us all very worried," Chinese Foreign Minister Wang Yi said in a statement.

"We hope every one of the passengers is safe. We are doing all we can to get more details."

'Contact lost over Vietnam airspace'

A report by China's Xinhua news agency said contact was lost with the plane while it was over Vietnamese airspace.

A Beijing airport spokeswoman said the facility had activated an emergency response system. Screens at the airport indicated the flight was "delayed".

nampak sangat aset Landing Helicopter Dock (LHD) untuk ketenteraan Malaysia amat penting di masa depan.. kes Lahad Datu sepatutnya guna helikopter untuk serang terrorist tak perlu guna sampai tahap pesawat pejuang, sekarang kes di perairan Laut China Selatan, rescue mission macam ni sepatutnya guna helikopter khas.

An RSAF C130 was launched earlier today for a search and locate mission for the missing Beijing-bound Malaysia Airlines flight MH370.

Do keep the 227 passengers and 12 crew members of MH370 in your thoughts.

South China Sea (March 8) - USS Pinckney (DDG 91), an Arleigh Burke-class guided-missile destroyer, is en route to the southern coast of Vietnam to aid in the search efforts of the missing Malaysia Airlines flight MH370, March 8.

Pinckney was conducting training and maritime security operations in international waters of the South China Sea. The ship could be in vicinity of the missing jet within 24 hours and carries two MH-60R helicopters which can be equipped for search and rescue.

A P-3C Orion aircraft will also depart shortly from Kadena Air Base in Okinawa, Japan bringing long-range search, radar and communications capabilities to the efforts.
Our thoughts and prayers go out to all of those affected by this tragic event.
